About the ITA

The International Tax Authority (“ITA”) was established under the International Tax Authority Act, 2018 as a corporate body. The primary responsibilities of the ITA are: (1) to carry out the functions of the Competent Authority under the Mutual Legal Assistance (Tax Matters) Act, 2003 (MLA), which were previously carried out by the Financial Secretary; (2) to take a proactive stance in relation to all cross-border tax matters that currently affect or have the potential to affect the Virgin Islands; and (3) to ensure that the Virgin Islands is fully compliant with the international standards of transparency and exchange of information for tax purposes.

Role Summary
The role involves gathering and analyzing data to inform technical and strategic recommendations in support of establishing and maintaining international relationships and alliances.

Minimum Qualifications

  • Bachelor’s Degree in International Affairs/Business, Economics, Social/Political Science, Business Administration, Law, or a related field.

Experience

  • Three (3) to five (5) years of relevant professional experience.

Key Responsibilities

  • Assist with technical and strategic recommendations to support the development of policy responses on matters of international cooperation, particularly the Automatic Exchange of Information (AEOI), including Common Reporting Standards (CRS), Foreign Account Tax Compliance Act (FATCA), Base Erosion and Profit Shifting (BEPS), the European Union Savings Directive (EUSD), and Exchange of Information upon Request (EOIR).
  • Conduct research and gather information on exchange of information matters (EOIR, CRS, BEPS, FATCA), and support spontaneous requests relating to Economic Substance.
  • Complete tasks assigned within the BVI Financial Account Reporting system (BVI FARs) and the Exchange Management & Monitoring Application (EMMA) within established deadlines.
  • Support policy development on global economic, social, and political issues affecting the interests of the Virgin Islands.
  • Coordinate research and prepare periodic reports for management.
  • Collect, analyze, and interpret data, preparing findings for discussion and decision-making.
  • Draft correspondence, reports, and materials for local and international publication.
  • Manage and coordinate monthly reporting processes.
  • Provide administrative and technical support to management.
  • Communicate with local, regional, and international stakeholders for information-sharing.
  • Assist with preparation of meetings, presentations, and briefing materials.
  • Organize and attend seminars, conferences, workshops, and events relevant to international developments.
  • Perform any other related duties as required to support the effective functioning of the ITA.

Knowledge and Skills

  • Strong knowledge of government structures, policies, and procedures.
  • Proficiency in the use of standard office equipment and computer applications.
  • Solid understanding of relevant laws, regulations, and policies.
  • Good knowledge of the Financial Services Industry in the Virgin Islands.
  • Familiarity with quantitative research methods and data analysis.
  • Good knowledge of international affairs and global political and economic issues.
  • Excellent oral and written communication skills.
  • Strong analytical, problem-solving, and decision-making skills.
  • Effective interpersonal, organizational, and time-management skills.
  • Ability to work well under pressure and within a team environment.
