Our Client, the Jamaica Deposit Insurance Corporation is seeking a resourceful and highly organized Senior Human Resource Officer to join our team. This role demands a qualified HR generalist with strong interpersonal and administrative skills, and a passion for delivering high-quality HR services including workforce planning, recruitment, employee relations, compensation and benefits, and performance management.  The successful candidate will support the Director, Human Resource & Administration in driving the Corporation’s HR strategy and day-to-day operations while fostering a high-performance and compliant work environment.

 

About the JDIC:

The Jamaica Deposit Insurance Corporation (JDIC) was created by the Government of Jamaica to protect depositors and promote stability and confidence in Jamaica’s financial system and has a mission to:

  • Protect insured deposits against loss due to the non-viability of Deposit Taking Institutions; 
  • Provide financial and other assistance  in the restructuring/resolution of non-viable Deposit Taking Institutions consistent with the parent legislation for the resolution of financial institutions and other applicable law and standards of best practice;
  • Manage the Deposit Insurance Fund consistent with its statutory objects;
  • Support the promotion of financial consumer protection and financial inclusion;
  • Take such necessary steps to minimize its exposure to loss.

About the Role:
The Senior Human Resource Officer provides comprehensive support in delivering people-centred services and ensuring HR processes are aligned with the Corporation’s strategic goals. Key responsibilities include:

 

Workforce Planning, Staffing & HR Service Delivery

  • Assist in maintaining the Corporation’s organizational structure and job design framework.
  • Support the full recruitment cycle, including advertisement preparation, interview scheduling, documentation, background checks, onboarding, and induction.
  • Monitor employment contracts and coordinate timely renewals.
  • Contribute to the maintenance of succession plans and workforce capacity analysis.
  • Generate HR reports and analytics using MY HR+ and assist in drafting correspondence and meeting documentation.

 

Corporate Planning

  • Provide administrative and technical support for the development and implementation of the HR&A Strategic Management and Operational Plans.
  • Assist in the preparation of the HR budget and monitor alignment with corporate priorities.
  • Track unit-level performance indicators and support the update of individual development plans.

  

Compensation & Benefits

  • Using the MyHR+ systems, maintain schedules for leave administration and provide guidance on related policies.
  • Support payroll submissions, administer staff benefits, verify lunch programme invoices, and confirm compensation changes.

 

Pension Administration

  • Prepare and track pension documents, including retirement benefit submissions and pre-retirement consultations.
  • Provide routine guidance on pension queries and monitor case progress.

 

Performance Management

  • Coordinate the performance appraisal process, track KPIs, and support SMART goal-setting.
  • Assist with updating job descriptions and identifying high-potential employees for development and succession planning.
  • Collaborate on data analysis to improve performance-related initiatives.

 

Training & Development

  • Support training needs analysis, develop the annual training plan, manage training logistics, and maintain training records.
  • Provide support in career development planning, promotions, and reclassifications.

 

Employee Relations, HR Policy & Records Management

  • Assist with reviewing and updating HR policies and supporting employee understanding of labour laws and internal policies.
  • Maintain accurate HR records and employee files (digital and physical) in compliance with the Records Management Policy.
  • Disseminate MOFPS circulars and HR-related communications.

 

About the Person:

The ideal candidate should possess:

  • A postgraduate degree in Human Resource Management OR a first degree with SHRM-CP certification or equivalent.
  • A minimum of five (5) years of progressive HR experience.
  • Solid understanding of Jamaican labour laws, industrial relations, and public sector HR policies.
  • Experience with HR information systems, especially MY HR+, and proficiency in Microsoft Office.
  • Strong communication, analytical, and interpersonal skills, with the ability to handle sensitive information confidentially.
  • Working knowledge of basic accounting principles is an asset.
