Senior Credit Officer, Management Accounting Section, Finance and Accounts Department, Finance Division.

Applications are invited from suitably qualified professionals to resource the position of Senior Credit Officer, Management Account Section, Finance and Accounts Department, Finance Division.

Reporting to the Section Head, Management Accounting Section, the successful candidate will be responsible for:

  1. Supervising and coaching direct reports to ensure that performance targets are achieved and recommending training needs based on gaps identified.
  2. Conducting comprehensive assessments/analysis of loan requests and disbursements and preparing relevant reports to support the decision-making process and preparation of relevant financial reports.
  3. Preparing monthly current and ex-staff loan reports for inclusion in the Divisional Management’s report.
  4. Participating in the review, analysis and reporting on the performance of the credit portfolio.
  5. Organising the distribution of Motor Vehicle Insurance Certificates by the 31st December of each year.
  6. Undertaking the timely renewal of Property and Motor Vehicle insurance coverage, and preparing the requisite advisory through the Section Head to the Payroll Section of the Finance & Accounts department and the Human Resource Division for timely settlement and updating of leave balances in keeping with Sale of Leave Documentation for Property and Motor Vehicle Insurance.
  7. Verifying on at least a quarterly basis the accuracy and adequacy of the listing of assets used as collateral for loans and ensuring that the assets are duly insured to protect the Bank’s interest and recommend remedial actions are taken where required.
  8. Maintaining employees’ membership insurance premium records to facilitate reconciliation of property and motor vehicle insurance premium payments for eligible staff members of the Bank.
  9. Processing documents to facilitate Mortgage Protection Insurance for all house related loans.
  10. Verifying that all loan balances are duly transferred to the “ex-staff loan portfolio” upon the resignation/separation of staff and ensuring that payments received from ex-staff members are in keeping with their repayment agreement.
  11. Checking periodically the National Securities Interest in Personal Property (NSIPP) Registry to ensure appropriate uploading of information and that the Bank’s interest is adequately protected.
  12. Identifying potential risks associated with loans for ex-staff members and taking appropriate measures to mitigate them by monitoring the loan portfolios to identify potential delinquencies and preparing draft reports/recommendations to the Supervisor Payment and Credit Administration and the Section Head, Management Accounting for necessary actions to be taken.
  13. Supervising the collection, lodgment and clearing of loan repayments by current and former staff members of the Bank and monitoring the loans clearing account to ensure accuracy and integrity of the accounts.
  14. Providing advice/support to the Supervisor and staff members based on loan assessments, and performing secretariat functions for the Credit Committee.
  15. Entering and uploading staff loan deductions for loans and reviewing and signing off on entries in the Loan Management System as authorised, and providing the relevant documents to the Payroll and Pension Payments Unit of the department to ensure that all deductions are accounted for and are accurate. 
  16. Maintaining accurate documentation and database of all loan applications processed and approved including an accurate listing of assets used as collateral for loans and storing these records in the designated area to facilitate reconciliation of records related to loan deductions and easily retrieval in keeping with the Bank’s Records Management policies and procedures. 
  17. Monitoring utilization of loans received by staff in keeping with loan approvals to make recommendations to the Supervisor Payment and Credit for further action.
  18. Examining General Ledger accounts for loans to ensure accurate updating and timely posting of accounting entries to maintain the integrity of the Bank’s accounting records.  
  19. Processing all applications for housing loans and responding to queries regarding loan accounts and eligibility requirements.
  20. Assessing staff loan applications submitted to the department to ensure adherence to the loan policies and stipulated eligibility requirements for all categories of staff loans and examining supporting loan documents to ensure that they are acceptable and that the Bank is not exposed to risks outside of the Bank’s risk appetite.
  21. Reviewing Credit Administration processes as required and contributing to the revision and updating of related procedures and documentation.
  22. Preparing and disseminating standard and ad hoc management reports regarding the Credit Administration process in response to queries and information requests.

QUALIFICATION AND EXPERIENCE

  • Undergraduate degree in Accounting, Finance, Business Administration, Management Studies or Association of Certified Chartered Accountant (ACCA) Level II with at least three (3) years’ experience in finance or accounting.
  • Supervisory exposure would be an asset.

SPECIFIC KNOWLEDGE AND SKILLS REQUIRED

  • The ability to work well in a team-based environment.
  • The ability to communicate effectively both verbally and in writing.
  • Sound knowledge of accounting principles and practices.
  • Sound knowledge of Government of Jamaica Credit Administration regulations and polices regarding stamp duties and special fees as well as internal polices and guidelines.
  • Understanding of the Credit Administration processes.
  • Working knowledge of the accounting systems such as Signature, and in-depth knowledge of specific sub-systems.
  • Ability to prepare credit costings and interpret sale agreements. 
  • Good command of computer-based applications such as the Microsoft Office suite.
  • Highly confidential.
  • Good conceptual, analytical and organizational skills.
  • Strong supervisory skills.
  • Ability to organize work and manage priorities to produce timely results.
  • Ability to work well under pressure.

WORKING CONDITIONS

  • Modern Office environment
  • Occasionally required to work beyond normal working hours to meet deadlines.
  • Use of the computer for long hours to manipulate large volumes of data including figures.
