Job Summary
The Senior Accounting Officer (Receivables) is responsible for overseeing the Commission’s accounts receivable function to ensure timely invoicing, accurate recording of receivables, effective collection processes, and compliance with Government of Jamaica accounting standards and internal financial controls. The post holder provides supervisory oversight, prepares financial and receivables reports for the Director, Finance & Accounts, supports audit requirements, and contributes to the efficient management of the Commission’s revenue streams in fulfilment of its statutory mandate.
Key Responsibilities
Accounts Receivable Management
• Oversee the generation, review, and timely dissemination of invoices to the Commission’s stakeholders
• Monitor outstanding receivables and implement systematic follow-up procedures for overdue accounts
• Liaise with internal Divisions and external stakeholders to facilitate timely settlement of invoices
• Ensure accurate and timely recording of all accounts receivable transactions in the accounting system
• Prepare statements of receivables and monthly ageing reports for submission to the Director, Finance & Accounts
• Monitor cash receipts and ensure timely banking and reconciliation of collections
• Maintain accurate, complete, and well-organised records of invoices, receipts, deposits, and related documentation
Financial Control, Reporting, and Compliance
• Ensure compliance with GOJ accounting policies, financial regulations, and internal procedures
• Undertake bank reconciliations and prepare statements of receipts and collections
• Prepare monthly, quarterly, annual, and ad-hoc receivables reports for review by the Director, Finance & Accounts
• Provide supporting documentation and explanations to internal and external auditors
• Prepare for audits, respond to audit queries, and support the implementation of approved audit recommendations
• Handle sensitive financial information with confidentiality and integrity
Process Improvement and Advisory Support
• Review receivables policies, systems, and processes and recommend improvements to the Director, Finance & Accounts
• Identify and manage risks associated with accounts receivable and implement approved mitigation measures
• Provide technical advice and recommendations to management and stakeholders on receivables-related matters
• Support the streamlining of receivables systems to improve accuracy, timeliness, and customer service
Other Duties
• Undertake any other related duties as may be assigned by the Director, Finance & Accounts
MINIMUM REQUIRED QUALIFICATION AND EXPERIENCE:
Remuneration: Salary Scale $ $2,803,771.00 - $3,770,761.00 per annum plus gratuity
