The Safety and Security Officer is required to assist with the execution of the Security programme of the Trust, and participates in the development and implementation of security education programmes to create and maintain awareness of security issues within the Organisation.
REQUIRED EDUCATION/EXPERIENCE/EXPERTISE:
ü NVQ-J Level 5 Certification or Bachelor’s Degree in Industrial Engineering Security Management or Management Studies
ü Training/certification in Industrial Security
ü At least two (2) years’ relevant experience for mastering the demand of the functions. The experience ideally should be gained from an industry/environment similar to what prevails at HEART/NSTA Trust
KEY COMPETENCIES:
ü Ability to analyse, diagnose, troubleshoot and provide practical solutions
ü Ability to use security systems such as DVRs, NVRs, CCTVs, body scanners, intrusion systems, panic systems, access controls and searchlights
ü Ability to analyse, diagnose, troubleshoot and provide practical solutions
KEY DUTIES:
ü Participates in developing/revising security procedures and disseminates to locations
ü Manages the safety and security of the records, office buildings and equipment
ü Assesses Security needs of each location and makes recommendations for appropriate infrastructure and manpower
ü Conducts Security Audits and makes recommendations/initiates corrective/preventative measures for weaknesses identified
ü Participates in the development of policies
ü Conducts Security Education and Security Management Training for staff and trainees and security providers
ü Monitors compliance and initiates enforcement strategies where necessary
ü Prepares the Request for Quotation (RFQ) for the renewal of the Security Contract in keeping with the Government of Jamaica (GoJ) procurement guidelines
ü Conducts/coordinates investigations into security breaches and accidents; analyses accident trends and makes recommendations for preventative measures; follows up to ensure recommended actions are implemented.
ü Participate in the development of the Crisis Management Programme for the Trust; coordinates training/simulation programmes for staff.
ü Coordinates the selection of fire systems and Security Service Providers, monitors their performance to ensure adherence to contractual agreements and the delivery of quality service.
ü Participates in the commissioning of the fire safety systems, Access Control System and Camera systems.
ü Implements Security programmes for equipment and machinery; checks records and equipment to ensure established standards and practices are maintained
ü Attends Police Station as required regarding safety and security incidents
ü Attends the Parish Court as required regarding safety and security incidents
ü Attends the Government Sector Committee, National Contracts Commission, Cabinet as required with regards to Procurement procedures
ü Arranges fire and earthquake drills
ü Checks that fire extinguishers are located at appropriate places in office buildlings and equipment are serviced on a regular basis
ü Coordinates the procurement of goods, services and equipment for the Division
ü Participates to identify risks to mitigate potential consequences of incidents and develop a plan to respond to incidents and analyse risks to minimize losses or damages
ü Conducts physical examinations of property to ensure compliance with security policies and regulations.
ü Communicates security status, updates, and actual or potential problems, using established protocols.
ü Prepares Technical and Operational reports
ü Keeps abreast with current trends relating to new technologies impacting security operations
