The Western Regional Health Authority (a Statutory Body under the Ministry of Health and Wellness) is currently seeking to employ a SENIOR PUBLIC PROCUREMENT OFFICER for the Regional Office.

Salary Range: $3,501,526.00 - $4,709,163.00 per annum
Under the general supervision of the Director of Public Procurement, the SENIOR PUBLIC PROCUREMENT OFFICER is responsible for the effective and efficient procurement of goods, services and works in accordance with the Government of Jamaica’s procurement guidelines and procedures (Public Procurement Act 2015).
CORE RESPONSIBILITIES
- Assists with the preparation of the Region’s Annual Procurement and Unit’s Operational Plan
- Coordinates public procurement tender closing and opening exercises
- Ensures that all contracts prepared are submitted for review by the Legal Department
- Provides the relevant information to facilitate the preparation of the Quarterly Contracts Award report
- Prepares, reviews and uploads standard bidding documents in keeping with Public Procurement guidelines
- Prepares addenda to tender documents as necessary
- Maintains database with current cost and location of goods, works, and services and establishes links with ones in other government agencies
- Assists with negotiations with suppliers/contractors to obtain the best process and value for money
- Ensures that Tender Documents are prepared in accordance with GOJ standards, and are disseminated timely and accurately
- Procures goods and services on a competitive basis without compromising quality and value for money
- Maintains a log of the procurement activities assigned and reviews all records of purchased goods including their costs, deliveries and inventories
- Reviews tender reports for submission to the Procurement Committee, Organization Sector Committee, Contract Committee and OPM
- Keeps track of the Procurement process of each submission from preparation of Tender Reports to job completion and Contract termination
- Advises, supports and assists employees on all aspects of the procurement process and procedures
- Ensures that Procurement Committee and Organization Sector Committee submission requirements are adhered to and that proper documentation in respect of received Bids/Proposals are maintained
- Assists the Director of Public Procurement in setting priorities and formulating procedures
- Advices the Director of Procurement or Director of Administration on suppliers’ reliability/suitability and performance
- Attends meetings of the Procurement and Contracts Committee in the absence of the Director of Procurement
- Provides Guidance to external/internal customers on the Ministry’s procurement policies and procedures
- Ensures that procurement practices conform with the relevant Acts
- Assists with providing leadership and guidance to direct reports through effective planning, delegation, communication, training, monitoring and coaching
- Assists with establishing and maintaining a system that fosters a culture of teamwork, employee empowerment and commitment to the Unit and organization’s goals
- Any other duties assigned
REQUIRED KNOWLEDGE, SKILLS & COMPETENCIES
- Excellent written and oral communication skills with the ability to interact with individuals at all levels
- Excellent leadership skills
- Strong problem solving and decision making skills
- Well developed planning, organizing and time management skills
- Proficiency in the relevant computer applications
- Good Knowledge of the Ministry’s Policies, Practices and Procedures
- Good Knowledge of the stipulations of the FAA Act
- Working knowledge of GOJ Procurement Guidelines and the Public Procurement Act
SPECIFIC CONDITIONS ASSOCIATED WITH THE JOB
- A highly demanding environment with numerous critical deadlines
- May be required to visit suppliers to determine the quality of goods to be procured
- May be required to work beyond normal working hours and on weekends
QUALIFICATION & EXPERIENCE
- Bachelor’s Degree in Management Studies, Accounting, Business Administration, Public Administration, Public Sector Management, Economics or any other related field
- Certificate in Public Procurement, UNDP/CIPS Level 2 and MIND, or INPRI Level 3 and MIND
- Three (3) years experience in a related field

- ACCA Level 2
- Certificate in Public Procurement, UNDP/CIPS Level 2 and MIND, or INPRI Level 3 and MIND
- Three (3) years experience in a related field
OR
- Diploma in Business Administration, Accounting or any other related field
- Certificate in Public Procurement, UNDP/CIPS Level 2 and MIND, or INPRI Level 3 and MIND
- Five (5) years experience in a related field
