The Public Transport Service Corporation (PTSC), in its drive towards improving and expanding its services, is pleased to invite applications for the following CONTRACT position:

Senior Procurement Officer

JOB SUMMARY:

The Senior Procurement Officer supports the Manager – Procurement & Logistics by ensuring that all procurement and disposal of public property efforts are performed in compliance with the relevant regulations and legislation.  The incumbent is responsible for the management of the procurement and disposal efforts related to the high-risk/high-value categories of goods, works and services and for monitoring the procurement and disposal functions for low-risk/low-value items.

DUTIES AND RESPONSIBILITIES:

  • Management of the processes for the procurement and disposal actions of the PTSC;
  • Ensures that all procurement activities comply with applicable laws, regulations, policies and procedures and adhere to the principles of accountability, transparency and value for money;
  • Assist with the tendering process of the PTSC, by seeking approval internally for the publication of Invitation to Tender (ITT), Request for Proposal (RFP), Expression of Interest (EOI), Terms of Reference (TOR), closing and opening of Tender procedures and communicating with Proponents by the issuing of Addendums and Clarifications correspondences;
  • Reviews assigned tender documents and prepares relevant reports with supporting documents for approval in accordance with the approved policies and procedures governing tendering;
  • Contributes to the development of the Annual Procurement Plan, standard procurement documents and the refinement of internal policies and procedures;
  • Ensures that the approved procedures and adherence to the PTSC Handbook for Procurement, Retention and Disposal of Public Property, PTSC Procurement and Disposal Policy, and the Public Procurement and Disposal of Public Property Act 2015 (as amended) have been met;
  • Leads cross-functional teams as appropriate, for the performance of the procurement function;
  • Assists with the development and maintenance of an efficient filing system, the preparation and issue of Standstill Period notices and monthly management reports; 
  • Liaises with Managers to validate risk assessments for each category of expenditure or disposal and make recommendations for adjustments;
  • Supervise junior staff engaged in procurement work of the PTSC

MINIMUM QUALIFICATION AND EXPERIENCE:

  • Bachelor’s Degree in Management or a related field;
  • Chartered Institute of Purchasing and Supply (CIPS) Level 5, or equivalent supply chain management certification;
  • Minimum three (3) years experience in procurement or related area;
  • Substantial knowledge of procurement methods and procedures, laws, rules and regulations governing public procurement and the purchasing of items from local and foreign sources
