The Western Regional Health Authority (a Statutory Body under the Ministry of Health and Wellness) is currently seeking to employ a SENIOR PAYROLL OFFICER for the Regional Office located in St. James.
SENIOR PAYROLL OFFICER (St. James)

Salary Range: $2,190,302.00 – $2,945,712.00 per annum
Under the direct supervision of the Manager, Payroll, the Senior Payroll Officer is responsible for checking and certifying the accuracy of all payroll calculations, for variable allowances, as well as ensuring proper approval for all payments and deductions received. The incumbent also provides guidance and support role to Payroll Officers.
CORE RESPONSIBILITIES
- Checks and authorizes the calculations of sessional payments, increments, retroactive payments, taxi and supper, travelling and any other related salary allowance to ensure proper approval for all payments and deductions and accurate calculations
- Checks for the correctness of the information on salary cards as per source documents such as Personnel Advices and circulars and also ensures calculations on salary cards correspond with Human Resource Management (HRM) Accupay
- Checks and agrees/reconciles information on Personnel Advice (PA) to payroll cards and payroll systems
- Checks and agrees/reconciles all payroll controls to payroll summaries and registers
- Authorizes all payroll controls prior to payment
- Reconciles the payroll figures and actual amounts transferred via cash management and cheques
- Investigates and responds to enquiries from employees regarding salaries and financial institutions in regard to deductions
- Reports to the Supervisor, Payroll on an ongoing basis, the payroll status and levels of accuracy
- Assists with the supervision of the payroll department in the absence of the Manager, Payroll
- Uploads and checks payroll templates with periodic transactions
- Checks gratuity and salary particulars to ensure that calculations are accurate
- Prints payslips and ensures distribution to the various pay stations
- Assists with training of new employees on the utilization of the HRM Accupay payroll system and how to calculate salaries and allowances
- Performs any other related duties that may be assigned from time to time
REQUIRED KNOWLEDGE, SKILLS & COMPETENCIES
- Excellent interpersonal, communication and problem solving skills
- Excellent leadership skills
- Competence in the use of spreadsheets and computerized accounting systems
- Knowledge in the use of relevant computer applications such Microsoft word, PowerPoint and Excel
- Knowledge of Jamaica’s public administration payroll statutory and regulatory environment, Pensions Regulator, Pensions Scheme and legal requirements
- Knowledge of government accounting regulations, systems, policies and procedures, including the Financial Administration and Audit Act and its Regulations
QUALIFICATION & EXPERIENCE
Must possess one (1) of the following:
- AAT Level 3
- ACCA-CAT Level C/Level 3
- ACCA Level 1
- NVQJ Level 3, Accounting; Diploma in Accounting from an accredited University or Community College
- Associate of Science Degree in Business Studies/Business Administration from an accredited tertiary Institution
- Associate of Science Degree in Accounting, MIND
- Diploma in Government Accounting, MIND, Government Accounting Levels 1, 2 & 3
- Bachelor of Science Degree in Accounting or Management Studies with Accounting; BBA Degree; or
- Successful completion of three (3) years of any of the Bachelor’s Degree programmes mentioned above
PLUS
- Three (3) years of experience in a related field
