The Western Regional Health Authority (a Statutory Body under the Ministry of Health and Wellness) is currently seeking to employ a Senior Director, Corporate Services for the Regional Office.

SENIOR DIRECTOR, CORPORATE SERVICES (GMG/SEG 5)

Salary Range: $7,716,512.00 - $10,377,851.00 per annum

 

Under the general supervision of the Regional Director, the Senior Director, Corporate Services will provide strategic leadership, policy direction and guidance for the Administration, Human Resource Management and Development, Information, Communication and Technology, Data Protection, Enterprise Risk Management, Public Procurement and Customer Service as well as the Administrative Services.

 

CORE RESPONSIBILITIES

  • Oversees and directs the work of the Units, the creation of the Unit’s operational plans, procurement plans and budgets, and monitoring the Unit’s achievement
  • Provides strategic direction, leadership and advice to the Regional Director
  • Prepares and submits Annual Budget, Procurement Plan, Strategic and Operational Plans
  • Develops and/or implement sound systems, procedures and operating guidelines for the control of all corporate services units with a view to improving efficiency
  • Leads the development and administration of systems and procedures that provide effective control over human resources
  • Gives focus and direction for the development, implementation and evaluation of the Management Information Systems (MIS) strategic plan for the Region
  • Ensures work environment and facilities are conducive to the work provided
  • Oversees the implementation of the Region’s Enterprise Risk Management (ERM) framework and ongoing ERM practices suitable for the requirements of the organization
  • Oversees the design and implementation of a comprehensive Data Privacy Governance Framework and strategies, to effectively manage the use of personal data in accordance with the provisions of the Data Protection Act
  • Provides policy interpretation and technical advice to the Regional Director, and divisional/ section/ Unit Heads to ensure effective coordination of the Region’s functions and compliance with government rules and regulations
  • Oversees the administration of the procurement function ensuring compliance with Government guidelines
  • Develops and manages the performance of the Units managers and direct reports, including transferring skills, motivating staff through coaching and mentoring, arranging for training, setting performance targets, providing feedback to staff and initiating corrective action where necessary to improve performance
  • Monitors & evaluates staff performance
  • Prepares and submits individual work plan  and Quarterly/Annual Reports
  • Reviews quarterly Performance Status Reports from Units and provides guidance, feedback and forward recommendations to Unit Heads
  • Manages all administrative activities related to the Cuba/Jamaica Technical Corporation
  • Oversees the formation and training of the Regional Complaints Review Panel to manage complaints escalated to the Region
  • Performs any other duties relevant to the work of the Division or that may be reasonably assigned by the Regional Director

 

REQUIRED KNOWLEDGE, SKILLS & COMPETENCIES

  • Strong knowledge of the government’s human resource policies and procedures
  • Working knowledge of the government’s procurement policy
  • Sound knowledge of the GOJ Service Excellence Policy
  • Working knowledge of the MOHW Customer Complaints Management System
  • Sound knowledge of the Staff Orders for Public Service and  Public Health Regulation
  • Working knowledge of the Data Protection Act
  • Working knowledge of risk management and analysis
  • Knowledge of the operations of government
  • Expertise in programme planning, implementation and evaluation
  • Strong problem solving and decision making skills
  • Well developed planning, organizing and time-management skills
  • Excellent human relations skills and the ability to interact with individuals at all levels
  • Proficiency in the relevant computer applications
  • Well developed written and oral communication skills

 

MINIMUM REQUIRED QUALIFICATION & EXPERIENCE

 

  • Master’s Degree in Management/Business Administration/Public Administration/ Public Policy/Human Resource Management and Development or equivalent qualification
  • Eight (8) years experience in the Public Sector, four (4) of which should be at the managerial level

Or

  • A minimum of five (5) years related experience at a managerial level

 

 

SPECIFIC CONDITIONS ASSOCIATED WITH THE JOB
