The Port Authority of Jamaica wishes to recruit a SECURITY SURVEILLANCE COORDINATOR in the Port Management and Security Limited.

SALARY SCALE: $3,812,012.66 - $4,160,774.31 per annum.

JOB SUMMARY:

• Coordinate the activities of security personnel deployed on the port facility to ensure a smooth and cohesive approach to security.
• Operate the facility’s Electronic Security Surveillance and Communication System and safeguard the integrity of the system.
• Detect breaches and attempted breaches of the Port’s Security Policies and Procedures and coordinate timely response to these breaches, or suspicion of breaches of any port regulations of procedures.
• Assist Law Enforcement Agencies (e.g. Local Police, Marine Police, JDF Coast Guard, Customs) in dealing with criminal activities taking place on the facility.
• Ensure the safety of the facility’s property and that of its employees, shipping agents and consignees and all other users.

QUALIFICATIONS & EXPERIENCE:

• Diploma from a recognized Law Enforcement Institution.
• AND/OR Five (5) GCE O ’Levels/CXC subjects (Grades I or II) general proficiency level including English Language and Mathematics.
• AND/OR at least five (5) years of working experience, including five (5) years of Law Enforcement experience within the Military, Constabulary or Port Operations.

DUTIES & RESPONSIBILITIES:

• Serve as the point of reference; communication and coordination for the activities of contracted security personnel deployed on the port facility.
• Use the Electronic Video Surveillance Systems (EVSS) to monitor access and to ensure that Access Control Policies and Procedures are being followed.
• Assistance Law Enforcement Agencies (e.g. Local Police, Marine Police, JDF Coast Guard, Customs) in dealing with criminal activities taking place on the facility.
• Use the EVSS to detect breaches and attempted breaches of the Port’s Security Policies and Procedures. Report security breaches noted by EVSS to the Security Surveillance Manager.
• Operate the EVSS to ensure the following:

1. Pilfering and vandalism are eliminated.
2. Port facility users observe facility’s security/safety rules.
3. Anti-narcotic and other contraband procedures are adhered to.

• Communicate with the facility mobile patrols and static security points on any breach or suspected breach observed via the EVSS and coordinate timely responses.
• Ensure port security and safety measures are enforced and adhered to. Log all incidents and subsequent actions taken and monitor vehicular traffic on the port.
• Ensure that the operational efficiency and integrity of the EVSS and communication systems are maintained.
• Observe the provisions of the relevant facility’s policies and procedures. Ensure that the facility’s Health, Safety and Environment policy and procedures are observed and all relevant safety legislation and the provisions of the relevant Government of Jamaica Health and Safety & Environmental Acts.
• Contribute to the continuous improvement process and business objectives of the facility. This includes providing suggestions and input to changes and improvements in all policies and procedures (mentioned in this section or otherwise).
• Communicate in a timely manner to your superior any task that cannot be performed adequately or timely due to circumstances beyond control.
• Ensure this document is updated when there are changes to specific areas of responsibility and otherwise provide suggestions for changes when relevant.
• To undertake all duties and responsibilities in accordance with the facility’s CCTV Code of Conduct.
• Any other duties assigned.
