The SDG Coordinator will provide technical support to the Government of St. Kitts and Nevis (GSKN) in mainstreaming the SDGs into the national development processes.

Within the delegated authority and under the supervision of the SDG Office of the Government of St Kitts and Nevis or his/her designated mandated representative(s), the UNV SDG Coordinator will:

1. Conduct Desk Research

● Review all relevant information in relation to the 2030 Agenda, SAMOA Pathway, global advancements and challenges pertaining to the implementation of the SDGs.

● Review St. Kitts and Nevis’ National Development Plan and sectoral plans, annual sectoral and financial reports, as well as other relevant documents from the private sector, civil society, academia, and developmental partners with a view to identifying national priorities, related progress and challenges, and their alignment to the SDGs.

● Review St. Kitts and Nevis’ Voluntary National Review (VNR) report and the End of Period Report of the 2022-2023 UN Country Implementation Plan (CIP) for St. Kitts and Nevis in order to:

○ assess overall progress toward the 2030 Agenda inclusive of:

■ identify strategic linkages between UN support received and national progress made

■ identify challenges and/or gaps between UN programmatic support provided/earmarked and implementation lags and challenges in relation to SDG implementation

■ identify best practices and lessons learned that are beneficial for guiding further implementation efforts toward the 2030 Agenda

• Examine the 2024-2025 UN Country Implementation Plan (CIP) for St. Kitts and Nevis in an effort to identify possible avenues to support the mainstreaming of development assistance across all partners for SDG implementation.

2. Develop Stakeholder Engagement Strategy for SDG Sensitization and Acceleration

● In keeping with the findings and recommendations of the VNR report and the outcomes of the HLPF, develop a stakeholder engagement strategy inclusive of, but not limited to:

○ List of Stakeholders and partners to be engaged (inclusive of roles and responsibilities)

○ Type of messaging to be delivered ○ Communication tools/techniques for engagement

○ Expected outcomes

○ Timelines

3. Conduct Stakeholder Engagements

● conduct a series of SDG stakeholder engagements (in both Nevis and St. Kitts), utilizing the various communication mediums identified to:

○ further strengthening knowledge and understanding of the SDGs and the current implementation status in St. Kitts and Nevis and

○ provide an update on the outcomes of St. Kitts and Nevis’ VNR presentation to the HLPF and next steps for St. Kitts and Nevis toward accelerating implementation. These engagements must be strategically conducted in an effort to build on the pre-VNR consultations and foster commitment for advancing implementation of the national development agenda and the 2030 Agenda in Saint Kitts and Nevis.

4. Provide Technical Support to the GSKN to Strengthen National Sustainable Development Coordination Committee (NSDCC)

● Participate in Meetings of the NSDCC with a view to providing strategic guidance and support to the NSDCC to effectively execute its roles and functions. Make recommendations to

(i) continuously improve the objectives and roles of the committee and,

(ii) strengthen effective membership for strategic oversight and sound decision-making.

● Provide handholding support, where necessary, to the working groups established under the NSDCC with regard to SDG data collection.

5. Develop a Road Map of Strategic Actions for SDG Acceleration

● Identify the strategic linkages between the priorities and programmatic support outlined in the VNR report, UN CIP,NDP, and sectoral plans with a view to recommending synergistic interventions to support SDG acceleration, inclusive of the resources and manpower required for execution.

● Prepare a road map outlining the overall structure, flow, and intended impact of this process.

● Work with the NSDCC and other sectoral working groups on the SDGs to flesh out the various components of the road map.

6. Conduct assessment of the capacity and needs of the country’s National Statistical System (NSS) to produce data for developmental purposes

● Assess the infrastructural, human resource and policy framework of the GSKN for data production, collection and analysis for developmental purposes and make recommendations for improvement;

● Develop an M&E framework on SDG performance assessment and management;

● In collaboration with the Saint Kitts Statistics Department and Nevis Statistics Departments, conduct capacity building exercises where necessary to improve national data production and analytics, especially in relation to

(i) developing and monitoring SDG priority indicators for Saint Kitts and Nevis which are high-quality, accessible, timely, reliable, and disaggregated by income, sex, age, race, ethnicity, migration status, disability and geographic location and other characteristics relevant in national contexts and

(ii) training stakeholders in evidence-based policy planning for sustainable development.

● Any other related tasks as may be required or assigned by the supervisor.
