The candidate's primary focus will be to lead the design and implementation of the Caribbean Aggregation Procurement Programme, engaging countries in the Caribbean region to conduct competitive processes and aggregate demand for RE and BESS, thereby attracting large-scale investors to deploy renewables across multiple Caribbean countries.
You will succeed in this role if you possess strong communication and influencing skills, as well as solid connections within the ministries of energy and regulatory entities in the region, and have knowledge of grid operations and energy regulation in the region.

Leading the design and implementation of the Caribbean Aggregation Procurement Programme in close coordination with the Country Delivery Director and RELP’s executive management.
Guiding project structuring, including technical, financial, and regulatory components. Setting the project's objectives, key results, and work plans.
Overseeing the identification, assessment, and prioritisation of countries and projects to be aggregated under the programme.
Leading engagement activities with various countries in the region to attract them to join the programme.
Supervising and guiding the project team to achieve the project’s objectives.
Developing strong relations with governments and public officials to facilitate informed strategic decisions, consolidating and advancing the regional project.
Ensuring alignment of the programme with regional energy transition goals and growth development plans.
Leading relationships with regulators, utilities, and private-sector partners to secure stakeholder engagement and support.
Leading the project implementation in the participating countries, including following up on the activities to be performed by different stakeholders, writing reports on pending issues, assisting with periodic meetings, and following up on the agreements and outcomes of such meetings.
Developing relations with energy journalists and publications in the region to expand outreach and stakeholders' awareness and support of the project, coordinating closely with the RELP communications team.
More than 15 years of energy industry experience, including knowledge of regulated and deregulated power market operations and renewable energy policy in the Caribbean region;
Understanding of the domestic energy agendas of different Caribbean countries from both public and private sector perspectives, knowledge of key public stakeholders and their roles, and contacts with them.
Bachelor's degree in economics, engineering, and/or energy;
At least 10 years of experience in project management and/or leadership positions.
Knowledge of the operations and dynamics of national electricity markets, renewable energy markets, energy storage and relevant technologies in the region.
Knowledge of electrical networks.
Knowledge of different procurement systems for regulated and deregulated energy markets, working knowledge/familiarity with offtake agreements for electricity and storage services, interconnection agreements, project licences, request for proposal documents and other related contracts and legal documentation.
Knowledge of the regional media landscape: main media outlets; influential journalists; industry events and trends.
Proven track record of supporting complex projects and partnerships.
Project management experience, dynamic person to take responsibility for the objectives jointly set at the management level and with proven ability to deliver on these.
Strong interpersonal skills, teamwork skills, and a strong work ethic.
Fluent in Spanish
