JOB SUMMARY
As the Level III Radio Frequency (RF) Engineer you will be responsible for planning, designing,
implementing, managing and optimizing the Company’s Core and Customer-Based Radio Network. This comprises:
● outdoor microwave backhauls,
● outdoor and indoor Access Points/Base Stations,
● repeaters,
● power systems, and
● site infrastructures and technologies across the Island of Jamaica.
The Level III Radio Frequency (RF) Engineer will focus on conducting radio network
optimization practices, site maintenance, specific site surveys, and other related analysis to
ensure the radio network quality and performance KPIs exceeds the customers’ expectation. All
objectives are met with support from the junior engineering team and as approved by the RF
Manager.
This role is a supervisory role where he/she is required to work closely with the RF Manager, to
supervise the RF staff and technicians. A major responsibility is to monitor the Company’s entire INL Radio
network. He/she is required to assume the lead role in the absence of the RF Manager and
facilitate his/her responsibilities relating to team leadership. The Level III RF Engineer must be
fully proficient in Radio Frequency and is an intermediate at the RF skill level.
TECHNICAL
1. Technical knowledge and skills in troubleshooting each aspect of the RF system.
2. Experience in alignment and troubleshooting of various RF circuits such as RF
connections, Modulators, Diplexers, Filters, Oscillators, etc.
3. Experience with RF test instruments and setups such as antenna, cable analyzer,
microwave signal generators, pulse generators, RF Generator, Real-Time Spectrum
Analyser, Vector Network Analyser, etc.
4. In-depth knowledge of different communication standards such as Bluetooth, Wi-Fi,
WLAN, WAN, LTE, ITU, FCC, IEEE, OFDM, TDMA, UMTS other wireless standards.
5. Comprehensive knowledge of at least two of the common industry device management,
propagation and simulation tools such as ISP Design, Link Planner, Radio Mobile,
Cnwave, Keysight, HFSS, ADS, CST, AWR and various visual studios for propagation,
model calibration, map generation, frequency planning, interference matrix analysis, site
database maintenance, instrumentation, etc.
6. Proficient in set-up, calibration, utilization, and data processing of various design and
optimization equipment and software.
7. Experience performing various RF characterization measurements such as; Phase Noise,
Spectral Characterization, Noise Figure, RF Power, Error Rate, loss and system fade
margins.
8. Relative RF experience ranging in L.F., M.F., H.F., V.H.F., Ultra high frequency (UHF)
up to Extremely high frequency (EHF).

TECHNICAL & PROFESSIONAL RESPONSIBILITIES
1. Contribute and adhere to radio design guidelines and standards in relation to RF planning
and design ensuring local spectrum authority compliance
2. Carry out RF component selection and FDD/TDD transceiver design.
3. Design surge protection, backup and other protection devices/systems for signal integrity
and site reliability
4. Conduct thermal performance specification and analysis
5. Provide RF propagation analysis, link budgets, capacity analysis, spectrum planning,
interference analysis and reviews.
6. Display expertise in various simulation, modeling and propagation tools to produce
coverage/path analysis maps/graphs and 3-D modeling
7. Conduct, instruct and spearhead Radio Network Optimization, that is to continually
improve the radio network performance indicators, and improve accessibility, reliability,
sustainability and integrity based on targeted KPIs. This involves regular reviews of the
network parameters and features to ensure optimal performance.
8. Understand equipment co-location requirements for multiple operators at a single
location and perform inter-modulation analysis.
9. Bill of Materials (BOM) configuration management and ECO-friendly
considerations/implementation.
10. Effectively perform fault analysis of every repeater and main site setup configuration
11. Resolve verification results, documentation and presentation
12. Liaise with the Operations/field and dispatch teams for fault diagnosis and repair
13. Provision of operation instructions and training for the Operations Team and the RF team
for any new developments in RF designs, setups or instructions.
14. Develop all relevant engineering/construction drawings
15. Provide technical input on assigned projects from the RF manager
16. Wear the appropriate Personal Protective Equipment (PPE) when applicable
17. Ensure RF compliance on-site visits and maintenance
ADMINISTRATIVE/MANAGEMENT RESPONSIBILITIES
1. Manage RF Design for LTE, Wi-Fi, Access point/Base Stations and Microwave
technologies.
2. Provide advice, analysis and recommendations to internal and external stakeholders on
RF planning, and design on overall radio network issues and solutions.
3. Ensure cost-effective design solutions for the smooth and stable development of the INL
radio network.
4. Seek continual improvement in technological innovation, products and features that can
offer improved capacity over low latency and other capabilities to the INL radio network.
5. Execute detailed maintenance programmes and monthly reporting of maintenance plans,
faults and ongoing issues.
6. Prepare reports to reflect the results of optimization actions/projects as well as new
solution planning, justifications and site maintenance surveys.
7. Conduct routines to monitor the status of core radios on the network and complete
corrective action reports on any potential problems found (urgent and non-urgent

Qualification & Experience
● Diploma in Electrical/Electronics Engineering or Technology, Computer Science, or
related area of study or Bachelor’s Degree in Electrical, Computer Science or
Communications Engineering
● Experience in telecommunications and ICT would be an asset.
● Experience preparing documentation (BOM, design simulations, functional
specifications, layout design and guidelines) and communicating technical information is
desired.
● Experience with lab equipment including, vector/spectrum analyzers, oscilloscopes, and
RF network analyzers
