ROLE PURPOSE
To manage procurement activities for the project, ensuring timely and cost-effective acquisition of goods
and services in compliance with company policies and project requirements.
DIMENSIONS
Financial: Responsible for procurement budget tracking and cost optimization.
Technical: Supports procurement planning, supplier evaluation, and contract management.
Organizational: Interfaces with suppliers, subcontractors, logistics, and internal teams.
INTERFACES
Internal: Project Manager, Construction Managers, Finance, Logistics, QHSE, and Document Control teams.
External: Suppliers, subcontractors, customs agents, and Client representatives (National Water
Commission).
ACCOUNTABILITIES
Core: Live the VINCI and VCGP values. Ensure compliance with procurement policies, IMS, and applicable
laws. Maintain accurate records and documentation
Procurement: Prepare and issue Request for Quotation (RFQs), evaluate bids, negotiate terms, and finalize
purchase orders. Monitor supplier performance and delivery schedules. Ensure materials and services meet
quality and specification requirements.
Documentation: Maintain procurement logs, supplier databases, and contract files. Coordinate with
Document Control for archiving and traceability.
Compliance: Ensure adherence to procurement procedures, ethical standards, and regulatory
requirements. Support audits and inspections.
Reporting: Provide regular updates on procurement status, risks, and cost savings. Contribute to monthly
progress reports and procurement KPIs.
PERSONAL QUALITIES AND EXPERIENCE
Core & Experience
•Minimum 1 year experience in procurement or supply chainmanagement,preferably in construction or infrastructure projectsor equivalent professional experience.
•Strong negotiation and communication skills.
•Detail-oriented, organized, and proactive.
•Familiarity with international procurement standards and customs procedures.
•Proficient in MS Office, ERP systems, and procurement software.

•Able to manage multiple procurement packages simultaneously.
