St. James (Travel between sites may be required)

ROLE PURPOSE

To manage procurement activities for the project, ensuring timely and cost-effective acquisition of goods

and services in compliance with company policies and project requirements.


DIMENSIONS

FinancialResponsible for procurement budget tracking and cost optimization.

TechnicalSupports procurement planning, supplier evaluation, and contract management.


OrganizationalInterfaces with suppliers, subcontractors, logistics, and internal teams.


INTERFACES

InternalProject Manager, Construction Managers, Finance, Logistics, QHSE, and Document Control teams.

ExternalSuppliers, subcontractors, customs agents, and Client representatives (National Water

Commission).


ACCOUNTABILITIES

CoreLive the VINCI and VCGP valuesEnsure compliance with procurement policies, IMS, and applicable

laws. Maintain accurate records and documentation


Procurement: Prepare and issue Request for Quotation (RFQs), evaluate bids, negotiate terms, and finalize

purchase orders. Monitor supplier performance and delivery schedules. Ensure materials and services meet

quality and specification requirements.


Documentation: Maintain procurement logs, supplier databases, and contract files. Coordinate with

Document Control for archiving and traceability.


Compliance: Ensure adherence to procurement procedures, ethical standards, and regulatory

requirements. Support audits and inspections.


ReportingProvide regular updates on procurement status, risks, and cost savings. Contribute to monthly

progress reports and procurement KPIs.


PERSONAL QUALITIES AND EXPERIENCE


Core & Experience


Minimum year experience in procurement or supply chainmanagement,preferably in construction or infrastructure projectsor equivalent professional experience.

Strong negotiation and communication skills.

Detail-oriented, organized, and proactive.

Familiarity with international procurement standards and customs procedures.

Proficient in MS Office, ERP systems, and procurement software.

Productivity


Able to manage multiple procurement packages simultaneously.

Capable of producing procurement trackers and reports.

Experience in supplier evaluation and performance monitoring.

Knowledge of construction materials and equipment, especially for water infrastructure (ideal but not required.

LANGUAGE

Fluent in English
