Background

FHI 360 is a nonprofit organization that mobilizes research, resources and relationships so that people everywhere can access the opportunities they need to lead full, healthy lives. FHI 360 works in over 50 countries around the world. Meeting Targets and Maintaining Epidemic Control (EpiC) is an FHI 360 implemented global health project funded by the US Government for the period of 2019–2027. The project receives Global Health Security funding to strengthen global, regional, and local public health systems, building on broad experience and existing capabilities that align with GHS priorities, National Action Plans for Health Security (NAPHS), and US Government goals. In Saint Vincent and the Grenadines, EpiC supports the local government and relevant local stakeholders to enhance infectious disease response, surveillance, and Risk Communication and Community Engagement (RCCE1) to respond effectively to the immediate health, safety and security needs of the country. We are currently seeking qualified candidates for a Project Management Specialist consultancy position in Saint Vincent and the Grenadines.

Scope of Work

EpiC is seeking applications for a part-time position (anticipated 30-50% level of effort) of Consultancy for Project Management Specialist to provide, in consultation with EpiC headquarters (HQ) team, the required technical and administrative support and local project management for St. Vincent and The Grenadines (SVG).

Illustrative activities include:

1. EpiC SVG GHS Local Project Management

o In coordination with the EpiC technical backstop and HQ team, serve as countrylevel point of contact in SVG for EpiC GHS activities.

o Provide strategic and operational advice and guidance to project leadership and project partners on the design and implementation of the EpiC workplan in SVG.

o Monitor the implementation of activities and completion of deliverables to ensure that they are aligned with the approved workplan, including required reporting and monitoring.

o In consultation with partners, identify factors that might hinder the process of the implementation of activities and address them in a timely manner, and keep EpiC technical backstop and HQ team updated on the progress of all activities.

o Establish strong relationships with government officials, agencies, and policymakers at local, regional and national levels and keep them updated, as needed, with the progress of the planned activities to promote and sustain positive and productive partnerships.

o Initiate and coordinate meetings, briefings, and events with government and local partners’ officials and stakeholders to present and discuss the project's initiatives and achievements, seek support, and address concerns.

o In coordination and consultation with the EpiC technical backstop and HQ team, represent EpiC in government and key stakeholder related forums and conferences.

o Ensure EpiC activities are following all relevant local policies, regulations, and reporting requirements. Stay updated on changes in legislation and regulations and advise EpiC technical backstop and HQ team on necessary adjustments or actions.

o In coordination and consultation with the EpiC technical backstop and HQ team, identify resources to support project implementation (consultants, subrecipients, etc.), serve as a liaison to engage these stakeholders, and support in the development of contractual agreements.

o Monitor the work implemented by these stakeholders, identifying and addressing any gaps, and work with the HQ team to resolve any performance challenges as they arise.

o Accountability for convening and sustaining coordination across human health, animal health, environment, and other key stakeholders beyond bilateral government engagement.

o Proactive identification and management of potential funding, and implementation risks (e.g., government transitions, emergencies) with documented mitigation strategies.

o Responsibility for documenting lessons learned, best practices, and tools and ensuring their integration into national systems and future programming.

2. Stakeholder Engagement Support

o Coordinate and manage logistics meetings with key stakeholders and potential implementing partners, ensuring seamless execution and alignment with project objectives.

o Oversee the identification and assessment of organizations with relevant technical expertise and an established presence in SVG, evaluating their potential for collaboration and partnership.

o Facilitate interviews and meetings with relevant stakeholders, including government officials, laboratory personnel, veterinarians, public health officials, and other key partners.

o Provide logistic support and oversight to workshops, meetings and other local activities in coordination with EpiC technical backstop and HQ team, local organization(s) and sub-partners.

o Serve as an expert on local context and advice on matters related to travel, security and other relevant matters to ensure smooth implementation of project activities.

o Systematic identification of high-influence decision makers, technical champions, and potential blockers to tailor engagement strategies and sequencing.

o Strategic coordination with regional bodies and international partners (eg, PAHO, CARPHA, Pandemic Fund implementers) to avoid duplication and maximize leverage.

o Planning for post-project engagement, including integration of stakeholders into routine national planning, SPAR reporting, and emergency response cycles.

3. Reporting

o Report to the designated EpiC technical backstop and HQ team who provide backstopping support to country activities.

o Participate in weekly coordination meetings with HQ team to discuss project implementation.

o Prepare and present detailed consultancy reports summarizing achievements, implementation progress, identified gaps, challenges, and potential areas for improvement.

o Monitor time spent on consultancy and alert EpiC HQ of any concerns.

o Take the lead in drafting program quarterly, semiannual progress narrative report and data to be submitted to EpiC technical backstop and HQ team, as appropriate.

o Assist with other data and narrative reporting per funder guidance.

o Provide periodic updates to the EpiC technical backstop and HQ team as arranged and agreed with the project management.

o Responsible for reporting on results and performance indicators (e.g., capacity gains, timeliness improvements, coordination functionality), not only activities and outputs.

o Reporting/flagging strategic risks (e.g., political transitions, delays, resource constraints) and proposing mitigation options to HQ. o Translating project results into concise briefs or updates suitable for government counterparts to reinforce ownership and transparency.

Deliverables

A consultancy-specific scope of work (SOW) will be developed with specific activities, deliverables and estimated level of effort (LOE) after EpiC evaluates and selects a candidate. Potential deliverables will include:

• Periodic updates on the progress of activities to EpiC technical backstop and HQ team and when needed to the U.S Embassies.

• Meeting notes of stakeholder meetings, including contact information.

• As requested, inputs to support the development of consultancy agreements, vendor agreements, and/or subrecipient agreements to support project implementation.

• Detailed consultancy reports summarizing achievements, implementation progress, identified gaps, challenges, and potential areas for improvement.

• Draft progress narrative report and data and others to be determined on as needed basis to EpiC technical backstop and HQ team.

• A comprehensive final report summarizing all activities conducted, achievements, challenges faced, and lessons learned throughout the consultancy. This report should serve as a final reflection on the project's impact and provide guidance for future projects.

• Standardized tools, templates, or guidance notes that can be reused or adapted by the government and partners after the consultancy ends.

• A structured set of materials (contacts, tools, status of activities, next steps) to support continuity beyond the consultancy period.

Location of Work: Strong preference for candidates based in Saint Vincent and the Grenadines. Can be regionally based within the Caribbean with readiness for frequent traveling to SVG as needed.

Travel: Depending on the consultant's location, frequent travel to Saint Vincent and the Grenadines will be required.

Qualifications

• Language: Fluency in English (spoken and written) (required)

• Education/Area of specialty: Public health, international development, or related fields

• Experience: o Understanding of global health security stakeholders in SVG, preferably through prior engagement.

o Prior engagement with Government of SVG health entities, related to health activities in country.

o Prior work within SVG, preferably in the health sector.

o Demonstrated experience with project management, work planning, budgeting, and/or subaward development.

Preferred Qualifications

• 5+ years of experience on US government-funded projects

• The consultancy will be based upon best value (a combination of qualifications, availability, and proposed daily rate).

• Cover Letter that includes: o Consultant’s relevant experience aligned with the work and deliverables described in this RFP.

Specifically, the applicant should address:

▪ Knowledge of existing Government of SVG stakeholders

▪ Knowledge of recent health activities, specifically GHS activities, in SVG

▪ Experience collaborating with Government of SVG stakeholders

▪ Experience managing projects, preferably health projects

▪ Technical expertise in global health, GHS, etc., as applicable o Consultant’s availability through September 2026, willingness to travel to SVG (if applicable), and any potential conflicts of interest.
