We’re hiring for the positions of Procurement Manager. This role will support operations at our Clarendon Combined Heat and Power (CCHP) facility, Old Harbour Plant (OHP), and Montego Bay Terminal.

 

JOB DESCRIPTION

The Procurement Manager will lead strategic and operational procurement activities to ensure cost optimization, compliance, and timely delivery of goods and services for Jamaica operations. This role is responsible for implementing and improving Excelerate Energy's policies and processes, managing the full order cycle, and maintaining strong relationships with internal stakeholders and external suppliers.

The responsibilities of the Procurement Specialist/Buyer will include:

 

  • Ensure implementation, enforcement, and continuous improvement of EE Policies, Procedures, and Processes.
  • Monitor and optimize total procurement costs while meeting goods/services requirements and delivery criteria.
  • Maintain strong day-to-day relationships with internal clients on all procurement topics.
  • Review and enforce compliance with procurement procedures across internal clients and stakeholders; propose procedural improvements to management.
  • Demonstrate ability to identify workplace areas, assess associated risks, and understand relevant regulations.
  • Negotiate and manage local vendors for purchases and deliveries, ensuring cost-effectiveness and timely execution.
  • Oversee the full order cycle, ensuring goods are delivered accurately and on time to end users.
  • Prioritize requisitions based on criticality to ensure timely delivery of materials and services to terminals.
  • Negotiate prices, delivery schedules, and payment terms with vendors; adjust orders based on project requirements.
  • Collaborate with Supply Chain, Sourcing, Technical, and Business Management teams to initiate RFQs, support negotiations, and finalize supplier selection.
  • Apply strategic sourcing principles to optimize product/service quality, total cost, and lead time.
  • Conduct supplier market analysis to identify new sources, evaluate supplier capabilities, and mitigate risks.
  • Develop and maintain supplier performance metrics and implement continuous improvement initiatives.
  • Supplier Development (U.S./International): Establish clear targets for non-Jamaica vendor sourcing, qualification pipelines, competitive bidding cadence, and negotiated savings commitments.
  • AP/Treasury Interfaces: Manage KPIs for invoice cycle times, exception rates, supplier onboarding SLA, and month-end close compliance; maintain weekly touchpoints with Houston.
  • Controls & Compliance: Demonstrate experience with cash controls, PO governance, audit readiness, and contract lifecycle management.
  • Liaise with procurement and logistics teams to manage OS&D (Overage, Shortage, Damage) processes.
  • Obtain supplier quotes and provide recommendations to requisitioners considering cost, quality, delivery, and risk.
  • Transition from Amazon reliance: Set measurable goals to reduce spot buys, implement catalogs/agreements, and establish preferred supplier frameworks with price governance.
  • Maintain compliance logs, ensuring accurate tracking, documentation validity, system updates, and preparation of weekly/monthly KPI reports.
QUALIFICATIONS, SKILLS & EXPERIENCE
  • Degree in Supply Chain Management or equivalent experience with strong knowledge of procurement and sourcing practices.
  • Understanding of Terminal, Offshore and shore base Procurement.
  • Strong knowledge in Supply Chain Information Systems (ERP).
  • Management of multi-disciplinary and multi-cultural teams.
  • Strong written and verbal communications.
  • Exemplary interpersonal skills.
  • Previous procurement management experience strongly preferred, or ability to demonstrate comparable knowledge and skills.
  • Strong MS Office skills with Excel, Power Point, Outlook, and Word.
  • Understanding of INCOTERMS.
  • 5+ years of experience in supply chain, preferably in Power plant, Oil Service or Marine industry as well as Remote control operations.
