Procurement Manager

Reporting to the General Manager, the Procurement Manager primary responsibilities are to organize, develop and direct the company’s procurement activities and procurement staff to ensure compliance with all applicable procedures and guidelines of the GOJ Public Procurement Policy and those of our funding partners in an efficient and effective manner.    

 

Key Responsibilities

  • Oversee procurement of all goods, works and services for the organization.  Monitor all procurement activities, identify bottlenecks/problems and recommend strategies for increased efficiency and effectiveness.
  • Give advice on matters related to the procurement status of all JSIF’s sub-projects including forecasting of procurement activities and signing of contracts.  Advise Managing Director and Management of important trends and changes which influence the decision-making and planning processes.
  • Oversee the evaluation of all bids/proposals for Works, Goods and Services and ensure recommendations for the award of contracts are in accordance with the established procurement procedures and sound judgment where necessary.
  • Participate in the decision-making process for the approval of sub-projects and the award of contracts.
  • Formulate reports and composes correspondence and monthly reports as requested.
  • Coordinate responses to requests from the Integrity Commission.
  • Submit reports as required to the Integrity Commission.
  • Assign responsibilities, set targets, review performance of staff within span of control; provide counselling, job instruction and recommend training and development opportunities as appropriate.
  • Prepare novel procurement documents and implement new ways to increase efficiency.
  • Liaise with the Funding agencies, internal stakeholders and prepare procurement plans.
  • Work closely with the company legal department to make sure contracts and terms are favourable.

 Required Qualifications and Experience

  • Master of Science (M.Sc.) Degree in Business Administration, Public Sector Management, or related area
  • Minimum five (5) years’ related working experience in Public Procurement at the supervisory level
  • Professional Certification from International Procurement Institute (INPRI) or Chartered Institute of Procurement and Supply (CIPS)
  • Training in Government of Jamaica (GoJ) Public Procurement policy, procedures and guidelines
  • In depth knowledge of GoJEP
  • Experience in Negotiation and Financial Management
  • Experience in use of Supply Chain Management software and tools
  • Advanced working knowledge of Government of Jamaica (GoJ) and multilateral partner/funding agency Procurement guidelines and procedures
  • Advanced working knowledge of Contract Administration
