Portfolio Manager

Job Summary

The Portfolio Manager- Qualifications is responsible for planning, design, development, alignment, review and maintenance of a portfolio of classic qualifications products that are CBETA-based and provide technical inputs in the design and development of hybrid and proxy innovation qualification products. These portfolios may include one macro-qualification and/or a suite of intermediate and micro-credentials that are included in a qualification design stated within the CXC® Qualification Structure. Disciplines can be drawn from STEM/STEAM, Social Sciences, Business, Modern Languages. Literacy Studies, TVET etc.

Key Duties and Responsibilities

  • Manage the portfolio of assigned CXC® qualifications
  • Manage the design, development and maintenance of new and assigned syllabuses
  • Manage Panels, Review and Working Committees
  • Participate in the development of specimen and support materials for new and revised syllabuses and qualifications
  • Develop key documents for submission to the Senior Manager, Pro-Registrar and DCEO, Executive Management, SUBSEC and SEC
  • Provide training and sensitizations for key stakeholders on new or existing qualifications
  • Perform any other duties as determined by the Senior Manager-Qualifications Management or delegated to the department by the Pro-Registrar and Deputy CEO

Required Activities

Manage the portfolio of assigned CXC® qualifications

  • Manage the associated processes (planning, design, development processes, monitoring, review, training support and evaluation) related to the assigned suite of qualifications in accordance with approved policy and framework including the CXC® SCF.
  • Maintain assigned qualifications by using relevant data from the CXC® BI/Data Intelligence Gateway or other sources to inform qualifications management.
  • Develop new qualifications using relevant data from the CXC® BI/Data Intelligence Gateway or other sources as determined by management and SUBSEC.
  • Facilitate the update of qualifications data on the Qualification Structure and Register.
  • Manage quality assurance activities (virtual, hybrid or on-site) of assigned qualifications in accordance with qualifications management cycles.
  • Manage the continuous improvements of assigned primary qualifications including making minor (amendments) and major changes.
  • Develop qualifications support materials (handbooks, manuals).

Manage the design, development and maintenance of new and assigned syllabuses

  • Manage the design and development of new syllabuses as determined by SUBSEC.
  • Manage the maintenance of assigned subjects and their syllabuses within a dynamic environment and in alignment with the CXC® QS, SCF and other relevant policies.
  • Maintain assigned syllabuses using relevant data from CXC® BI/Data Intelligence Gateway or other sources to ensure effective design, performance monitoring and quality assurance.
  • Manage the process to effect minor (amendments) and major changes to assigned subjects and syllabuses.

Develop key documents for submission to the Senior Manager, Pro-Registrar & DCEO, Executive Management, SUBSEC and SEC

  • Prepare papers and reports on qualifications management and related activities for internal stakeholders, Council bodies and external audiences.
  • Revise papers and reports on qualifications management and related activities as recommended by executive management and Council bodies.

Provide training and sensitizations for key stakeholders on new or existing qualifications
  • Participate in the planning and execution of Teacher Orientation Workshops to support revisions, updates and other changes to qualifications, including syllabuses.
  • Review communication to internal and external stakeholders in support of revisions, updates and other changes to assigned qualifications, including syllabuses.
  • Manage training to support implementation of qualifications in new territories.
  • Facilitate ongoing implementation support (Site Visits and Teacher Training Workshops), wherever required.
  • Participate in consultancy and research projects related to core areas of focus as required, when in agreement.
  • Provide sensitization to new qualifications and existing qualifications being introduced to a territory/stakeholder.
Manage Panels, Review and Working Committees
  • Participate in recruitment and selection of resource persons for qualifications development and maintenance activities.
  • Manage personnel serving on panels, review committees and working committees.
  • Manage the process to review, finalize and amend qualifications.
Participate in the development of specimen and support materials for new and revised syllabuses and qualifications
  • Participate in the review and development of specimen papers for assigned syllabuses.
  • Participate in the review and development of mark schemes and answer keys for assigned syllabuses.
  • Participate in the development of qualification support materials.
Perform any other duties as determined by the Senior Manager-Qualifications Management or delegated to the department by the Pro-Registrar and Deputy CEO.

Qualifications and Experience

  • A first degree from a recognized university.
  • A master’s degree in Curriculum Development, Instructional Design and Technology or a related discipline or a master’s degree/level 8 in a non-education discipline but in the fields related to the qualifications of CXC® such as mathematics, engineering, pure and applied sciences, business, social sciences or humanities with post degree curriculum, instructional design or training and development certification.
  • At least three years’ experience in planning, developing and managing qualifications, programmes and/or subject/courses in an educational [such as a secondary school] or training organisation.
  • At least three years’ experience at a senior level in education.
