At Rose Hall (Developments) Limited, our Water Reclamation Facility is critical infrastructure serving the hotels of the Elegant Corridor, selected residential communities in the Rose Hall area of St. James, and our own diverse commercial and heritage operations. We are seeking a technically astute, operationally seasoned Plant Manager to own this function with full accountability - driving performance, compliance, and continuous improvement across every dimension of plant operations. |
01 About the Organisation
Rose Hall (Developments) Limited is one of Jamaica's most celebrated and diversified organisations, anchored in the historic Rose Hall area of St. James. Spanning real estate development, championship golf, weddings and events, and iconic heritage attractions - including the Rose Hall Great House and Cinnamon Hill Great House - our operations serve a broad and demanding stakeholder base. Central to all of this is our Utilities Division, which provides water reclamation and potable water distribution services to the hotels of the Elegant Corridor, to selected residential communities within the Rose Hall area developed and established by Rose Hall (Developments) Limited, and to the organisation's own commercial and heritage operations. The Plant Manager sits at the operational core of this division.
02 The Role
The Plant Manager holds full responsibility for the safe, efficient, and compliant operation of the Rose Hall Water Reclamation Facility. You will manage people, processes, plant, and performance - ensuring the facility meets all regulatory obligations, operational targets, and service standards without compromise.
▸ Direct the day-to-day operation of the water reclamation plant, including all biological, chemical, and physical treatment processes
▸ Ensure continuous compliance with NEPA, NWC, NRCA, and all applicable Jamaican environmental, public health, and water quality regulations
▸ Develop, implement, review, and enforce Standard Operating Procedures (SOPs) for all plant processes and safety protocols
▸ Lead, supervise, and develop the facility operations team, including scheduling, training, performance management, and accountability
▸ Monitor and analyse effluent quality, influent loads, and treatment performance; direct corrective and preventive action as required
▸ Manage a comprehensive preventive and corrective maintenance programme across all plant, equipment, and infrastructure
▸ Oversee procurement of chemicals, consumables, spare parts, and services in accordance with operational needs and budget parameters
▸ Prepare, manage, and report against the facility's operational budget; identify and realise cost efficiencies
▸ Prepare and submit all regulatory reports, permit documentation, and environmental compliance records accurately and on time
▸ Develop and lead the facility's emergency response, business continuity, and incident management plans
▸ Liaise with NEPA, NWC, and other regulatory bodies as the primary technical point of contact for the facility
▸ Identify, scope, and champion capital improvement and plant modernisation projects in collaboration with senior management
REGULATORY & COMPLIANCE FRAMEWORK ▸ Full working knowledge of the Natural Resources Conservation Authority (NRCA) Act and associated effluent and water quality standards ▸ Compliance with NEPA environmental permits, effluent discharge licences, and monitoring requirements ▸ Familiarity with the National Water Commission Act and applicable public health and water safety legislation ▸ Occupational health and safety responsibilities under the Safety and Health at Work Act (SHAW Act) and relevant sector-specific codes of practice |
03 Qualifications & Experience
REQUIRED | PREFERRED |
▸ Bachelor's Degree in Environmental Engineering, Civil Engineering, Chemical Engineering, Environmental Science, or a closely related field ▸ Minimum 5 years of experience in water or wastewater treatment facility operations, with at least 2 years in a supervisory or management capacity ▸ Demonstrated knowledge of wastewater treatment processes - biological, chemical, and physical ▸ Proven track record in regulatory compliance, environmental reporting, and agency liaison ▸ Valid Wastewater Treatment Operator certification or equivalent professional registration | ▸ Postgraduate qualification or professional certification in Environmental Management or Water Resources ▸ Experience with SCADA systems, process automation, or telemetry monitoring ▸ Exposure to water reclamation for irrigation or non-potable reuse applications ▸ Familiarity with ISO 14001 or similar environmental management system frameworks ▸ Experience in a resort, hospitality, or multi-use commercial operating environment |
