Basic Salary: $3,332,803.00 per annum
OBJECTIVES/SUMMARY OF POSITION
Under the direction of the Senior Human Resource Officer, the Performance Monitoring and Evaluation Officer is responsible for enhancing the organization’s human capital through the strategic management of performance systems and professional development initiatives. The officer’s role includes managing the Performance Evaluation System, executing the Annual Training and Development Plan and assisting with overseeing the TEF’s Succession Plan.
KEY RESPONSIBILITY AREAS
- Maintains a tracking system for all Individual Work Plans (IWPs) and Performance Appraisals across the TEF.
- Reviews individual work plans and performance reports to ensure they contain measurable performance indicators aligned with Divisional and Strategic Plans.
- Manages the mid-year and annual performance review cycles, ensuring all departments adhere to submission deadlines.
- Assist with providing expert guidance to employees and supervisors on drafting SMART goals and navigating the GoJ Competency Framework.
- Coordinates the processing of performance incentive payments and generates incentive award letters for eligible staff following the review cycle.
- Assists in reviewing and addressing performance evaluation grievances and advises on corrective actions for poor performance.
- Provides assistance with the development and implementation of Performance Improvement Plans (PIPs).
- Supports the Senior, Human Resource Officer and Head of Departments in identifying skill gaps through the annual Training Needs Analysis (TNA).
- Assists with the creation and execution of the Annual Training and Development Plan and organizational succession plans.
- Manages logistics for internal and external training workshops, including venue procurement, material preparation and facilitator liaison.
- Contributes to the design and development of in-house training programs and employee development initiatives.
- Maintains a comprehensive training database to track employee training hours, professional certifications etc.
- Networks with external training providers and Government agencies (e.g., MIND) to identify specialized learning opportunities.
- Manages the end-to-end processing of TEF Educational Grant applications, verifying eligibility and completeness of documentation.
- Collaborates with the Finance and Accounts Department to facilitate timely fund disbursements or staff reimbursements.
- Tracks fund utilization and ensure beneficiaries submit required progress reports and transcripts.
- Initiates and monitors the legal bonding process for employees receiving Educational Grants.
OTHER RESPONSIBILITIES
- Performs all other related duties and functions as may be required from time to time.
PERFORMANCE STANDARDS
- Performance evaluation tracking and reporting are maintained in strict accordance with agreed Government of Jamaica (GoJ) standards and timelines.
- Reviewed Individual Work Plans (IWPs) must contain SMART goals and measurable indicators that align with the TEF Strategic Plan.
- Mid-year and annual review cycles are completed and all departmental submissions are received by the established deadlines.
- Performance incentive award letters are generated accurately and dispatched within the designated timeframe following the review cycle.
- Annual Training Plan targets are executed within the approved budget.
- All employee professional certifications and training records are accurate, up-to-date and easily retrievable.
- Educational grant processing and bonding documentation are completed in keeping with established standards.
- High levels of confidentiality, integrity and professionalism are displayed in all duties and interactions with staff.
MINIMUM EDUCATIONAL REQUIREMENTS AND EXPERIENCE
- Bachelor’s Degree in Human Resource Management, Management Studies or related Social Sciences;
- Three (3) years’ experience in an HR environment, with specific exposure to Training & Development or Performance Management.
SPECIAL REQUIREMENT/WORKING CONDITIONS
- Long and irregular hours may be required;
- Required to travel locally to facilitate off-site training sessions or workshops.
KNOWLEDGE, SKILLS AND ABILITIES
- Working knowledge of the GoJ Performace Evaluation Systems and Staff Orders;
- Knowledge of HRD principles, including Training Needs Assessment (TNA) and Adult Learning theories;
- Strong Planning and Organization skills with high attention to detail;
- Ability to conduct research and compile statistical reports on human capital metrics;
- Advanced IT skills (MS Office Suite)
