The successful candidate will be responsible for the continuous evaluation and assessment of the Bank’s performance relative to the key performance indicators against defined targets of the strategic plan.

Applications are invited from suitably qualified professionals to resource the position of Performance Monitoring & Evaluation Officer, Strategic & Planning and Project Management Centre, Senior Deputy Governor’s Office. 

Reporting to the Chief Strategy Officer, the successful candidate will be responsible for:

  1. Providing continuous feedback to the Chief Strategy Officer on the outcome from the monitoring and evaluation analysis of projects, KPIs and objectives to inform management decision-making. 
  2. Providing recommendations for improving the efficiency and effectiveness of projects by assisting with the identification of bottlenecks in completing project activities and making recommendations to minimize or eliminate such bottlenecks. 
  3. Monitoring the progress towards achieving the expected results and developing impact indicators for the strategy.
  4. Assisting with the preparation of logic models, theories of change, results chains, and results framework documents for projects, particularly those appraised by government agencies.
  5. Developing monitoring and evaluation tools for stakeholders and assisting project personnel with the use and administration of these tools.
  6. Performing duties as database administrator for the Bank’s project management information system and strategy performance management system, ensuring that relevant updates are made by divisions on a timely basis and ensuring relevant documents are uploaded to the systems to support performance/progress reporting.
  7. Collecting and compiling various data to inform annual SWOT and PESTLE analyses.
  8. Coordinating periodic meetings of project management officers from participating divisions/departments, inclusive of minute taking, logging and follow-up of action items arising from these meetings.
  9. Assisting the Strategy & Project Managers in preparing monthly and quarterly reports on project progress based on project activities.
  10. Assisting the Centre with the facilitation of training programmes/workshops on strategy and project related topics.
  11. Providing input for the strategy communication programme through the design and dissemination of communication to staff to keep them aware of the Bank’s strategic strategy and performance.
  12. Administering strategy awareness and other surveys to gauge staff’s understanding of and involvement in the Bank’s strategy. 
  13. Performing any other duties consistent with the nature and function of the job.

QUALIFICATION AND EXPERIENCE

  • An Undergraduate degree with a focus in  Business Administration,  Management Studies, or other related discipline with at least two (2) years’ working experience in project monitoring and evaluation and/or strategic planning administration. 
  • Certified Associate in Project Management (CAPM) or related certification would be an asset.

SPECIFIC KNOWLEDGE AND SKILLS REQUIRED

  • Excellent organization and time management skills.
  • Strong ability to plan, coordinate and organise workload while remaining aware of changing priorities and competing deadlines.
  • Sound knowledge of monitoring & evaluation principles and practices. 
  • Good knowledge of management information systems, computer applications including familiarity with the specific job-related software.
  • Excellent communication skills, including strong writing ability and effective presentation skills.
  • Good analytical and research skills.
  • Strong ability to establish, build and maintain effective working relationships with staff and clients to facilitate the provision of support.
  • The ability to work under pressure, without compromising the delivery of accurate data and sound analysis.
  • The ability to work in a team-oriented environment.
  • Good interpersonal relationship skills
  • Office products, including Microsoft projects

  • Exposure to stringent project timelines which may necessitate working outside of normal hours. .
