OBJECTIVES/SUMMARY OF POSITION
Under the supervision of the Director, Research & Risk Management, the Partnership Manager is responsible for the strategic development, coordination, and management of partnerships that enable the effective delivery, sustainability, and commercialization outcomes of the Tourism Innovation Incubator, within the Tourism Innovation Incubator Unit of the Research and Risk Management Department.
The Partnership Manager serves as a key ecosystem builder and institutional anchor for the Tourism Innovation Incubator, with responsibility for identifying, securing, structuring, and managing technical, technology, funding, market-access, and mentorship partnerships. The role ensures that partnerships are systematically aligned to the Incubator’s objectives, cohort needs, and commercialization pathways, and that value is consistently realized for incubator participants and the TEF.
In addition to partnership acquisition and management, the Partnership Manager is responsible for coordinating a structured mentorship and alumni engagement framework, facilitating access to markets, pilots, and funding opportunities, and supporting investment-readiness and capital mobilization initiatives. The role also contributes to risk identification and mitigation, performance monitoring, and institutional knowledge management related to partnerships.
The Partnership Manager operates as a critical execution and continuity function, working closely with the Entrepreneur in Residence and internal stakeholders to institutionalize relationships, strengthen the tourism innovation ecosystem, and advance the TEF’s overarching strategic objectives for innovation, entrepreneurship, and sustainable tourism development.

KEY RESPONSIBILTY AREAS
Technical/Professional Responsibilities
- Contribute to programme design discussions.
- Develop and execute a strategy to identify, assess, pursue and close new business opportunities with potential partners.
- Coordinate with Entrepreneur in Residence to identify appropriate partners for the execution of Tourism Innovation Incubator initiatives.
- Broker market access partnerships (hotels, attractions, tour operators, platforms) for pilot testing and early revenue generation by incubator participants.
- Coordinate corporate innovation partnerships, including challenge statements, pilots, and proof-of-concept deployments.
- Lead cross-functional coordination for partnership-related initiatives.
- Research and analyze potential partnerships using data-driven methods, developing deep understanding of target market and Tourism Incubator customer-needs.
- Complete draft applications for funding and technical support for Tourism Incubator initiatives.
- Serve as the primary point of contact for all assigned partnership opportunities, managing communications and expectations throughout the process.
- Negotiate and draft partnership agreements, ensuring that all legal and financial terms are favourable to the TEF and by extension the Tourism Incubator participants.
- Manage and grow existing partnerships, developing creative ways to increase value for both parties, and by extension the Tourism Incubator participants.
- Develop and maintain strong relationships with key decision-makers at potential and current partner organizations.
- Develop and execute a mentorship programme.
- Develop and execute a Tourism Innovation Incubator alumni programme.
- Develop and distribute reports/ updates to partners and mentors as necessary.
- Liaise with Communications Unit to manage the Partnership and Mentorship sections on the TEF Website’s Tourism Innovation Incubator page and to create onboarding campaigns.
- Attend relevant conferences and networking events to generate new leads and cultivate relationships.
- Represent the Tourism Innovation Incubator at strategic fora.
- Prepare detailed reports documenting all aspects of the partnership development process.
- Manage budget for all partnership initiatives, ensuring efficient use of resources.
Management/Administrative
- Develop draft processes and procedures for the Partnership Management.
- Report risks and opportunities associated with the partnership and mentor management.
- Maintain a Partnership Risk Register covering reputational, financial, operational and delivery risks.
- Ensure partnerships comply with GOJ requirements, TEF policies and audit standards.
- Develop and manage a Partnership Knowledge Repository (agreements, lessons learned, partner histories).
- Draft and edit reports, designs, correspondence, presentations, tables, charts, financial reports, budgets and general reports as directed.
- Follow up on required action to critical correspondence received to ensure timely responses.
- Respond intelligently and expeditiously to internal and external enquiries and complaints; escalate where necessary.
OTHER RESPONSIBILITIES
- Performs any other duties relevant to the work of the TEF and Department or that may be reasonably assigned.
MINIMUM EDUCATIONAL REQUIREMENTS AND EXPERIENCE
- Bachelor’s Degree in Business Administration, Finance, Law or related field.
- Minimum three (3) to five (5) years of experience in financial analysis, consulting or comparable experience; Experience with investments in startups preferred.
- Strong analytical, organizational, attention to detail and accuracy, written and verbal communication skills.
- Self-motivated with strong interpersonal skills and effective collaborative working style.,
- Proven ability to raise capital through grant writing, crowdfunding, pitch competitions or other business investment negotiations.
AUTHORITIES OF THE JOB
- Identify and engage potential partners or mentors for the purposes of the Tourism Innovation Incubator.
- Negotiate terms and conditions of engagement consistent with Government of Jamaica legislation, processes, procedures and conventions.
- Directly seek legal advice on draft partnership agreements using the TEF process.
- Make routine decisions on how work is to be carried out.

- All obligations of the Tourism Innovation Incubator to its partners and mentors are carried out.
- Risks are managed to ensure minimum negative impact in the execution of the mandate, and to capitalize on opportunities.

SPECIAL REQUIREMENTS/ WORKING CONDITIONS
- Travel island wide and abroad in performance of duties/attend meetings, etc;
- Work in excess of normal working hours from time to time, in order to achieve set deadlines;
- Work on weekends and public holidays may be required but usually with prior notice.
