JOB SUMMARY
The Public Procurement Administrator is responsible for engaging the appropriate procurement processes in relation to works, goods and services, equipment, consultancy and insurance services in accordance with the Government of Jamaica’s procurement guidelines, policies and procedures. The incumbent is responsible for providing the necessary support by offering excellent secretarial/administrative support.
KEY RESPONSIBILITY AREAS:
Technical/Professional
- Assists with the drafting of advertisement as well as the contents for tender packages for the review of the supervising officer for all open tenders to be published in the printed media;
- Assists with organizing the opening of bids in keeping with GOJ procurement guidelines;
- Prepares letters to suppliers inviting quotations, outlining the required specification of goods being sought;
- Participates in the evaluation of tenders to provide guidance and clarification as is necessary;
- Collates documents for suppliers and ensures the necessary control mechanism for receipt are in keeping with GoJ guidelines;
- Prepares letters to unsuccessful tenderers in accordance with GOJ procurement guidelines;
- Follows up with procuring entities regarding decisions of the organization’s procurement committee;
- Provides clarification on tender/amendment/s as necessary, prior to receipt;
- Represents the Procurement Unit at tender opening exercises;
- Assists with the preparation and generation of purchase orders;
Administrative Responsibilities
- Assists in drafting, updating and collation information relating to the organization’s annual procurement plan for presentation to the Director, Corporate Services;
- Co-ordinates all the administrative requirements for the procurement committee meetings to consider submissions from the organization and agencies;
- Records and generates accurate and timely minutes for the evaluation, procurement committee, unit meetings etc.;
- Liaises with Ministry of Finance and Public Service and the Office of the Contractor General to seek guidance and/or clarification on procurement-related matters;
- Maintain correspondence logging and filing system:
- Maintains an updated procurement manual to facilitate easy access by staff to include documents and/or procedural/policy updates;
- Maintains a database of procurement documents for distribution to Agency procurement officers, as requested;
- Maintains a database of approved suppliers and service providers to facilitate the procurement of routine/standard goods, services and works;
- Liaises with the relevant authority to keep abreast of changes in the Government of Jamaica Procurement policies and procedures.
- Circulates updates on the government’s procurement policies and procedures;
- Prepares the monthly and Quarterly reports;
- Manages the organization’s procurement email to receive and disseminate information;
- Performs any other duties assigned by the Procurement Manager.

- Some knowledge of contract administration
- Knowledge of FAA Act
- Typing proficiency at 50 words per minute
- Proficient in Microsoft Office
MINIMUM QUALIFICATION AND EXPERIENCE
Associate Degree/Diploma in Management Studies, Supplies Management/ Business Administration, Public Administration or equivalent
- Certification in public procurement (e.g. INPRI/UNDP/CIPS etc.)
- At least Two (2) years’ experience in a similar capacity
- Training/experience in Inventory Management and/or Accounting would be an asset
