The Western Regional Health Authority (a Statutory Body under the Ministry of Health & Wellness) is currently seeking to employ a PROGRAMMER ANALYST for the Regional Office.

 

PROGRAMMER ANALYST (MIS/IT 4)

Salary Scale: $3,501,526.00 - $4,709,163.00 per annum


 

Under the direct supervision of the Manager Software Development & Database the Programmer Analyst’s role is to define, develop, test, analyze, and maintain new software applications in keeping with the software needs of the organization. The Programmer Analyst will also research, design, document, and modify software specifications throughout the software development life cycle.

 

CORE RESPONSIBILITIES

  • Prepares the required documentation for applications developed
  • Provides programming services to satisfy Special Projects, office automation and other business requirements
  • Develops, implements and maintains Web-based Applications and/or Websites using Industry-standard tools such as PHP, Sharepoint and ASP .Net
  • Develops, implements and maintains Intranet/Internet applications within the Region
  • Works closely with Managers and other members of the MIS Unit in the Region
  • Designs, develops, documents, analyzes, creates, tests and modifies computer systems, programs and integrations
  • Assists with applying system-analyst techniques and procedures, including consulting with users to determine hardware, software or systems functional specifications
  • Arranges project requirements in programming sequence
  • Prepares a workflow chart and diagram using knowledge of computer capabilities, subject matter, programming language, and logic
  • Encodes project requirements in computer language
  • Researches, evaluates and recommends solutions and appropriate technology to meet users' needs
  • Performs any other duties that may be required from time to time

REQUIRED KNOWLEDGE, SKILLS & COMPETENCIES

  • Excellent knowledge of the Government of Jamaica policies/procedures with respect to MIS/ICT
  • Knowledge and skills in the development of databases and queries using Relational Database Management System such as MS-SQL Server and MySQL
  • Experience in C#, ASP.net, JavaScript, JQuery
  • Experience in database design/administration
  • Proficient in writing fine-tuned SQL queries, stored procedures (eg. PL/SQL code) and working with data in relational databases like Microsoft SQL, MySQL

SPECIFIC CONDITIONS

  • Required to work beyond normal working hours, including weekends
  • Must be willing to report for duty at any time of the day or night
  • Ability to work under pressure and with minimum supervision
  • May be required to travel throughout the Region to execute duties

QUALIFICATION & EXPERIENCE

  • Bachelor of Science Degree in Computer Science, Information Technology or equivalent from a recognized tertiary institution specializing in computer programming or a similar programme
  • Four (4) years experience in a related field

Or

  • Associate Degree in Computer Studies or equivalent from a recognized tertiary institution
  • Seven (7) years experience in a related field
