(2 YEAR FIXED TERM CONTRACT)

Under the general supervision of the Director, Human Resource Management and Development, the Organisational Development (OD) Specialist is responsible to provide technical advice and support in the restructuring of the Trust. The incumbent will provide a revised Organisational Structure that is suited to the delivery of the Trust’s mandate; develop and recommend effective organisational development and change management solutions for adoption and implementation, with a view to improve the efficiency and effectiveness of its operations in keeping with the strategic direction of the Trust.

REQUIRED EDUCATION/EXPERIENCE/EXPERTISE:

ü Master’s Degree in Business Administration, Management or Public Administration or equivalent in disciplines such as Human Resource Management/Development/Management Studies/Public Administration/Operations Management or its equivalent

ü Formal training in Human Resource Management/Organisational Development

ü Experience in conducting business process analyses, mapping and documenting business processes, and preparation of organisation procedures

ü Experience in creating and implementing communications strategies for fostering organisational change with diverse teams

ü Seven (7) years’ experience in Human Resource Development which should include at least five years in a similar position

ü Training in Project Management

ü Knowledge of research methodology

ü Knowledge of Project Management

ü Proficiency in data management tools

ü Excellent Resource Management techniques

ü Excellent ability to build partnerships and synergies amongst Stakeholders

ü Strong Leadership and Management skills

KEY DUTIES:

ü Conducts a diagnostic review of the Trust 

ü Develops and implements a comprehensive OD Strategy Framework and annual OD Plan to guide the organisational development programmes and projects of the Trust

ü Reviews the current organisational structure, functions, operations and processes of the Trust to identify the extent to which they support the Trust’s mandate

ü Redefines organisational structure

ü Conducts job analysis exercise through reviewing and evaluating the existing job descriptions and developing new job descriptions for proposed positions

ü Develops organisational development policies and strategies based on their alignment with the Trust’s strategic objectives and best practices;

ü Operates as subject expert and provides advice to line managers on matters relating to areas within the span of control

ü Develops and recommends appropriate organisational development programmes and solutions with a view to improving the efficiency and effectiveness of the Trust’s operations

ü Facilitates/conducts the review of or staffing structures, benchmarking the structure based on global best practice, conducting organisational reviews, systems and procedures studies and makes recommendations

ü Examines the operations and workflow of selected divisions/branches/units to determine systematic weaknesses e.g. duplication/overlaps, waste as well as activities that do not add value to the process
