In accordance with paragraph f. of Article 44 of the General Standards, the official languages of the Organization are English, French, Portuguese, and Spanish. No candidate for a position in the General Secretariat subject to the competition requirement shall be contracted until he/she has passed language proficiency exams administered by the DHR in at least two of the official languages. Nevertheless, i) Any candidate, including staff member whose native language is one of those four languages shall only be required to demonstrate proficiency on an exam in one of the others; and (ii) Persons applying for G-1 and G-2 positions at Headquarters and G-3 driver/clerk positions in those Offices of the General Secretariat in the Member States where the language requirement unduly restricts the recruitment of otherwise qualified staff shall be exempt from this language proficiency requirement for as long as they occupy those positions. Subsequently, in order to be eligible to compete for a higher-level position, any staff member who has benefited from this exemption must demonstrate proficiency in a second official language of the Organization. (iii) A person selected as the best candidate may receive a fixed-term contract, which will be considered to have lapsed in case the person does not pass the required language examination within the 36 months following the appointment.
DUTIES AND RESPONSIBILITIES:
This is a team-leader and/or organizer type position expected to take initiative and provide the seasoned execution of a project and/or activities in the of the mission of its designated Department/Secretariat, and is assigned all or part of the following responsibilities (NOTE: these responsibilities and expected results are standardized, and are not necessarily performed by all staff members sharing this job title):
- Review, validate and approve information in support of the department/section-specific activities and mission (e.g. projects, cases, initiatives), development and strengthening of relations with Member States, key institutions and promotion of dialogue and principles of gender equality, non- discrimination, justice, security and rule of law, including but not limited to: responding to inquiries from Member States (originating at any level, e.g. state, organizational or individual), coordinating or overseeing the organization of meetings, conferences, presentations, events and seminars; following-up on the development of joint activities at the local and regional levels, drafting and reviewing reports; and networking activities.
- Evaluate related trends and events affecting the situation of women in the hemisphere (e.g. political, social, legal, human rights, etc.), recommending and undertaking actions, drafting talking points and speeches.
- Make proposals for and participate in the formulation and execution of activities in the fulfillment of the department/section mission, activities and initiatives for the organization of fact-finding, needs assessment, and advisory missions to countries and regions.
- Take a lead role in monitoring the execution and accounts of departmental projects and activities (e.g. projects, cases, initiatives), processing and following-up on administrative and financial actions in liaison with the appropriate staff members, includin9 but not limited to hiring human resources, purchasing equipment and supplies, travel, etc.
- Draft, review, validate and edit - for consistency and language, in accordance with the OAS Guide to Inclusive Communication - correspondence, reports, cooperation agreements, proposals and joint proposals, budgets, financial reports, work plans, and documents and publications.
- Oversee the development and maintenance of databases containing information on the department/section-specific activities and mission conducting analyses, and producing reports and summaries on a regular or ad Doc basis
- Participate in the planning, fundraising, implementation and evaluation of programs, projects and activities at Headquarters and in the field, including participating in training seminars and other programs.
- Actively engage in the Performance Evaluation System : Provide leadership, guidance, coaching, and motivation to staff by regularly discussing performance and providing feedback; solve interpersonal conflicts; actively support the development and career aspirations of staff; evaluate performance fairly. Also, staff member should establish work expectations with the direct supervisor by defining individual annual objectives.
- Conduct specialized legal analysis, including comparative legal research, systematic review of judicial decisions, and jurisprudential analysis relevant to the mandates of the Inter-American Convention on the prevention, Punishment and Eradication of Violence Against Women - Belém do Pará Convention-, the MESECVI and other relevant Inter-American legal instruments. This includes identifying legislative and jurisprudential trends in States Party, preparing technical notes and analytical documents, and formulating
recommendations aimed at strengthening regional standards and promoting legislative harmonization in matters related to women’s rights and gender-based violence.
- Under the direct supervision of the Technical Secretary of MESECVI and the Executive Secretary of the Inter-American Commission of Women, the incumbent will perform substantive, analytical, and operational functions in support of the implementation and follow-up of the Inter-American Convention of Belém do Pará.
- Conduct in-depth legal and policy analysis of national legislation, jurisprudence, public policies, and institutional practices in light of the Convention of Belém do Pará and Inter-American human rights standards.
- Contribute to the drafting of hemispheric reports, thematic studies, follow-up reports, general recommendations, technical notes, and special analyses related to violence against women and gender-based discrimination.
- Support the design of legal and strategic recommendations to strengthen Member States’ compliance with MESECVI evaluations.
- Prepare comparative law analyses, background documents, concept notes, and briefing materials for Conferences of States Parties, CEVI meetings, working groups, and high-level political processes.
- Provide technical assistance to national authorities, judicial actors, and other stakeholders, including participation in advisory missions and capacity-building initiatives.
- Contribute to the preparation and substantive organization of international meetings, expert consultations, and public events, including drafting agendas, background papers, and summary reports.
- Draft, review, and edit documents in at least two official languages of the OAS, ensuring terminological consistency and legal coherence.
- Participate in project design, monitoring, reporting, and administrative follow-up, including coordination with internal administrative services.
- Support internal coordination, information management, and teamwork within a multidisciplinary environment.
- Perform other related duties as assigned, including replacing and backstopping for others.
QUALIFICATIONS:
EDUCATION & EXPERIENCE:
Essential: First University Degree (Bachelor's) in political science, law, international relations, social sciences, gender studies, business administration, economics or related fields, with demonstrated course work on gender equality and women's rights issues, and demonstrated experience in legal and normative analysis, and 7 years of relevant experience in similar positions including project management at national and/or international level, with demonstrated, progressively specialized work on gender equality and women's rights issues OR Advanced University Degree (Master's) in one of the fields listed above and 4 years of relevant experience OR Doctorate and 1 year of relevant experience.
Desirable: Experience or knowledge of the OAS mandate and priorities as related to the area of work and/or the dynamics of the Inter-American agenda and system, and Specialized training in violence against women, discrimination and access to justice, or Inter-American human rights standards
LANGUAGES:
· Essential - Proficient in at least two of the following languages: English, French, Portuguese, and Spanish (read, write and communicate). Language Proficiency Examination will be required.
· Desirable - Working knowledge of other two OAS official languages.
COMPUTER SKILLS:
Ability to effectively work using Microsoft Office (e.g. Word, Excel, PowerPoint, Outlook, and other applications such as Oracle, Visio, Access, Share Point), project management tools, virtual collaboration platforms and software applicable to the area of work.
PERSONAL COMPETENCIES: Client Orientation, Knowledge Sharing, Teamwork, Interpersonal Skills. Ability to clearly communicate in the languages required for the post.
