Program Summary:
Project HOPE is providing humanitarian assistance to the hurricane Melissa affected population in Jamaica. The current response portfolio focuses on Health, Mental Health, Protection, and WASH programming through Project HOPE programs and local partnerships.
This role is offered as a short-term consultancy position based in Jamaica and is open to local nationals only. Project HOPE is operating in the Western Parishes, with its main office located in Montego Bay. The consultant must be able to be based in, or relocate to, one of the following parishes: Westmoreland, St. James, Trelawny, Hanover, or St. Elizabeth.
POSITION SUMMARY:
The primary responsibility of the M&E Coordinator is to support the Program Director by ensuring robust and well-structured monitoring databases (including remote monitoring and management systems and process for each sector); and on time submission of high quality donor and government reports. The M&E Coordinator will provide leadership and technical expertise to ensure that Project HOPE’s M&E system is implemented effectively. S/he will be the focal point in the program for all aspects of M&E. A key part of the role will be capacity building and support to the M&E unit inside Jamaica.
PRINCIPAL RESPONSIBILITIES:
Leadership and Management:
- Oversee the activities of Project HOPE’s M&E unit in Jamaica which includes Monitoring of Project HOPE’s direct implementation, accountability, data entry, verification and partner monitoring, providing technical support and oversight.
- Oversee the M&E budget, ensuring appropriate grant budgets are developed and spending is in line with those budgets.
Support to Program Quality:
- Work with Monitoring and Evaluation(M&E) unit for timely data collection, data entry and analysis, surveys, development of log-frames, indicators and general project design.
- Work with M&E unit to ensure systematic monitoring and evaluation of programs.
- Maintain and update the M&E Framework for the country program, bringing together tools and outlining systems. Develop new tools as required.
- Feed into the overall program strategy, providing data and analysis as required for strategic purposes and new program design, including proposal development.
- Develop or update M&E plans, and ensure that routine project monitoring take place on time.
- Maintain all type of information and produce situation analysis on regular basis especially while developing new proposals or donors reporting as agreed with the line manager.
- Work with Program Director on keeping updated information for program mapping and ensure stakeholder analyses are completed from time to time.
- Coordinate the continued review and feedback process using the online recommendation tracker system.
- Coordinate, supervise and review all assessments, evaluations and research
- Be an advocate for learning in the program ensuring that learning is captured and shared effectively.
- Liaising with donors and other project stakeholders as required.
Accountability:
- Oversee the roll-out of activities and training within the Project HOPE Jamaica
- Accountability Framework and update the framework as needed.
- Oversee the activities of the independent beneficiary selection and verification team, ensuring beneficiary verification processes are independent and consistent.
- Ensure effective oversight and smooth running of complaints and response mechanism.
- Continue to develop and improve on Project HOPE’s independent monitoring systems meant to ensure accountability, both to beneficiaries and to donors.
- Oversee the work of the Data Entry team and ensure the Program Database is up-to-date and accessible to relevant departments.
Key Performance Objectives:
- Set up a strong M&E system and operationalize M&E in Jamaica.
- Design and operationalize Accountability mechanism.
MINIMUM QUALIFICATIONS:
- Bachelor’s-level in social sciences, public health, statistics, or international development, with experience or background in M&E, epidemiology, public health, and health information management. Master’s Degree preferred.
- Minimum of five (5) years of applied experience with a humanitarian organization in designing, implementing, and overseeing monitoring and evaluation tasks.
- Demonstrated experience in managing teams and building staff capacity within complex programing.
- Experience with M&E approaches for key donors such as USAID/BHA, ECHO, EU, DfID, UN.
- Experience in database design and other tools for information management like DHIS2.
- Experience in use of qualitative and quantitative software for data analysis.
- Strong interpersonal skills and commitment to humanitarian principles.
- Fluent knowledge of English and of local language.
- Essential computer literacy (word, excel and internet).
PHYSICAL DEMANDS AND WORK ENVIRONMENT:
Consultants should be able to work in an office setting, communicate effectively, and travel as needed. Assignments may include field or emergency deployments in austere or hardship environments. Typical office noise is minimal, and travel may involve air or other modes of transportation.
