MANAGING DIRECTOR OF THE CIVIL AVIATION AUTHORITY
JOB PROFILE:
The Managing Director of the Turks and Caicos Islands Civil Aviation Authority (TCICAA) is the Chief Executive Officer (CEO) and Accounting Officer of the TCICAA and is responsible to the Board of Directors for the day-to-day management of the organization. The Managing Director ensures that the aims and objectives of the organization are met, and its compliance with external obligations and requirements are maintained at all times.
DUTIES AND RESPONSIBILITIES:
- The management and leadership of the Turks and Caicos Islands Civil Aviation Authority in its responsibility for the safety oversight of the civil aviation industry within the Turks and Caicos Islands.
- Formulating TCICAA policies in consultation with the Board and external stakeholders where appropriate.
- Overseeing the enforcement of all applicable civil aviation safety regulations.
- Planning, monitoring and managing the Authority’s accounts and finances.
- Preparation of the Authority’s budget in conjunction with the Finance Manager.
- As an ex-officio member, serve on the TCICAA Board of Directors and to facilitate monthly Board meetings and to execute the decision of the Board.
- To implement the policies of the TCICAA as agreed by the Board of Directors.
- Liaison with relevant Government departments and the provision of advice regarding aviation related matters, particularly those relating to airports and air operating licenses.
- Ensuring the appropriate granting of civil aviation licenses to Air traffic Control personnel, airline flight crews and aircraft maintenance engineers.
10. Liaising with ASSI, ICAO, airport operators and air services providers
11. Facilitating the implementation of appropriate staff training programs
12. To oversee, regulate and where necessary, enforce compliance with aviation safety requirements within the Turks and Caicos Islands;
13. To promulgate requirements for the provision of civil aviation services within the Turks and Caicos Islands
14. To ensure that national legislation, subsidiary regulations and guidance material is up to date, comprehensive and directed towards ensuring compliance with the requirements of ICAO and other statutory aviation safety bodies.
15. The issue, variation, suspension or withdrawal of certificates of Airworthiness, Air Operators Certificates, Aerodrome licenses, flight crew and maintenance personnel licenses for the safety oversight of aviation in the Turks and Caicos Islands.
16. To issue Foreign Carrier Permits in accordance with relevant bi lateral agreements, to facilitate international commercial air transport to and from the Turks and Caicos Islands.
17. To serve as Point of Contact in relations to various civil aviation matters locally and internationally.
18. To represent, as appropriate, the Turks and Caicos Islands Civil Aviation Authority at international meetings and events concerned with civil aviation.
ADDITIONAL RESPONSIBILITY:
The Managing Director is also the Chairman of the Air Transport Licensing Authority (ATLA) Board.
QUALIFICATIONS AND SKILLS
- Must have at a minimum, a bachelor’s degree in management, Aviation, Law, or Finance,
- 10 - 15 years’ work experience in civil aviation, aviation planning or business management at a senior level including involvement with civil aviation operations in a senior role.
- A proven ability to present ideas and proposals in a coherent manner and lead a team of aviation professionals.
- A good understanding of the Turks and Caicos Islands Government administrative system, including its applicability to the operation of Government Statutory Bodies.
- A sufficient understanding and experience of implementing the requirements of the OTARS and ICAO Annexes.
- A skilled communicator who can present complex written and oral communication clearly, coherent and concise manner, with the ability to establish and maintain effective interpersonal relationships with various stakeholders and lead a team of aviation professionals.
- A good understanding of the civil aviation regulatory relationship between the Turks and Caicos Islands and the United Kingdom including the regulatory framework; a good appreciation for the relationship between the Turks and Caicos Islands and other countries from which air transport services are provided to the islands.
- Well-developed leadership qualities with a proven general management ability on a day- to -day basis and at a strategic level.
- The ability to motivate and develop staff and plan and manage change.

SALARY RANGE: 146,792.00 to $170,234.00 per annum
