The Research Department plays a central role in the Bank's analytical and policy work - producing economic reports, developing the Bank's research agenda, and informing the decisions of senior leadership and key policy committees including the Monetary Policy Committee. The Manager leads this work, and may also represent the Bank in external engagements with regional central banks, government committees, and international institutions.
This is a substantive role for an experienced economist who brings rigour to applied research, interprets and communicates theoretical and applied economic research with clarity, and is ready to lead a team of experienced, technically strong professionals working at the intersection of policy and practice. The position reports to the Senior Manager, Macroeconomics and Payments.
PRINCIPAL ACCOUNTABILITIES:
- Plans and oversees the production and publication of routine and non-routine economic reports. Responsible for quality control - reviews all scripts, and ensures that they are accurate, comprehensive and well written.
- Develops the Department's research agenda based on current and relevant policy questions, the strategic objectives of the Bank and concerns and interests of the Bank's Senior Management.
- Communicates the results of the Department's research and their policy implications to Senior Management. Analyses and communicates policy implications of economic events or actions.
- Oversees preparation of reports on economic and financial issues for policy committees of the Bank such as the Monetary Policy Committee.
- Supports the Bank in communication of monetary policy actions to the public through reports and forums for public engagement.
- Leads discussions on economic developments with international financial agencies such as the International Monetary Fund and international rating agencies as requested by Senior Management.
- Manages human resource issues through:
- Updating Job Descriptions, Competency Profiles and Performance Plans;
- Monitoring employee performance and compliance with policies and procedures with ongoing coaching and feedback;
- Recommending appropriate training for employees' developmental needs.
- Accomplishes financial objectives by forecasting requirements; preparing an annual budget; scheduling expenditures; analysing variances; and initiating corrective action.
- Participates in technical and policy working groups within the Bank, as well as outside the Bank as may be necessary, and represents the Bank at local and international forums on technical and related issues.
- Develops working relationships with other research managers and institutions, particularly in the Caribbean, and leads in the Bank's contributions to regional projects as required.
- Initiates, leads and implements organisational change and/or continuous improvement efforts and provides leadership on key corporate projects.
EDUCATION, SKILLS, AND TRAINING NECESSARY FOR THE JOB:
- Post graduate degree in Economics, Finance, or Statistics
- Strong written, research and editing skills, evident by a track record of publications
- Sound modelling and data analytical skill set, demonstrable knowledge of data visualisation, and econometrics (single-equation, system, and time series models). Advanced machine learning techniques will be an asset.
- Leadership and Managerial training
- Sound understanding and knowledge of the research methods and sources of data and information (both traditional and alternative) use in applied economic and financial research.
- Knowledge of modelling software and programming languages use in applied economic and financial research
- Sound knowledge of current global economics and trends
EDUCATION, SKILLS AND TRAINING CONSIDERED AS ASSETS FOR THE JOB:
- Ph.D. In Economics, or related fields
- Strong background in monetary economics and/ or financial stability.
- Training in data science and artificial intelligence (AI)
- Sound knowledge of project management
EXPERIENCE:
- At least 12 years' experience in the field of economics/ finance/ statistics with at least 5 years at the supervisory level.
