The Manager, Procurement is responsible for directing and overseeing the purchasing function and supplier relations for the Agency, while ensuring compliance with the relevant national laws and regulations. Work involves managing the sourcing and acquisition of goods and services, granting approvals for procurement of fleet, contributing to the development of procurement policies and budget, analysing supply chain data and reporting on compliance with the Agency’s procurement guidelines and objectives to support the Agency’s strategic focus.

Key Responsibilities
- Develops Procurement Plan and Budget in alignment with the Agency’s Strategic Plan
- Supports strategy and decision making
- Ensures that the Agency’s compliance with National Procurement Legislation Procurement functionDevelops/updates Procurement Policies and Procedures
- Plans, organises, directs and coordinates the procurement of supplies, materials, equipment and services for the Agency
- Manages, coaches and trains staff
- Prepares reports on Purchasing and Procurement related activities
Competencies Required
- Extensive knowledge of the relevant laws and regulations, policies and procedures governing the procurement of supplies, equipment, materials and services of the Agency
- Extensive knowledge of the procurement policies and procedures and international best practice
- Extensive knowledge of the sources of supplies, equipment, materials and services, their availability and market prices and trends
- Specialist knowledge of stores management and inventory control
- Specialist knowledge of financial/accounting practices and procedures
- Specialist knowledge of the principles and practices of Project Management
- Substantial ability to conduct negotiations with contractors
- Substantial ability to communicate effectively, both orally and in writing
- Substantial/ In-depth computer literacy skills
- Substantial problem-solving skills
- Applied/ Working knowledge of the trade and investment landscape locally and internationally
- Applied/ Working knowledge of current government policy impacting on economic growth and productivity
- Applied/ Working ability to manage competing priorities
- Applied/Working ability to effectively establish and maintain interpersonal working relationships with all levels of staff and various stakeholders
- Applied/ Working skills in supervising and managing staff
Qualifications and Experience
- Bachelor’s degree in Management, Business Administration, Supply Chain Management, Engineering, Project Management or related field from a recognised University
- Chartered Institute of Purchasing and Supply (CIPS) Advanced Diploma in Purchasing and Supply or the Institute for Supply Management (ISM) Certified Professional in Supply Management
- Post Graduate Certification in Purchasing Management/Procurement would be an asset Or
- Any equivalent combination of experience and training
- 5-6 years’ experience performing procurement duties, 3 years of which at a managerial level
- Extensive experience in Project Management
