Manages and coordinates the Company’s HSE programmes, systems and initiatives to promote safe, reliable and compliant operations while supporting the development of a strong safety culture across the organisation.
QUALIFICATIONS AND EXPERIENCE (Minimum):
• BSc Degree in Engineering, Environmental Science or a related discipline, supplemented by formal training and/or qualifications in Occupational Health and Safety, Industrial Hygiene or a related field, from recognised accredited institutions.
• Advanced or postgraduate qualifications in Engineering, Occupational Health and Safety, Process Safety or related disciplines will be considered an asset.
• Professional HSE and/or process safety certifications will also be considered an asset.
• At least ten (10) years progressive experience in an industrial environment, preferably in a Power Generation or process plant facility, of which at least five (5) years must have been in an HSE or Operations supervisory or managerial capacity.
SPECIFIC SKILLS AND/OR KNOWLEDGE:
• Excellent oral and written communication skills, interpersonal skills, organisational and presentation skills.
• Above average understanding of statutory and regulatory requirements in Trinidad and Tobago relating to HSE, and Company policies, procedures, and industry-leading/best practices.
• Proven leadership and managerial skills; team player with influencing, negotiating and engagement skills.
• Skills in Emergency Response Management and Incident Command System
• Track record of on-time delivery and ability to meet deadlines.
• Knowledge and training in Auditing, ISO 45001 and ISO 14001 would be desirable.
• Sound judgment and decision-making skills, with a ‘hands-on' problem-solving approach, able to remain calm under pressure and take control of incidents
KEY RESPONSIBILITIES:
• Oversees and directs the administration of PowerGen’s HSE programmes consistent with overall strategic mission, objectives operations.
• Effectively leads the HSE team as delegated to establish and implement systems, programmes, polices, procedures, to provide support and sound technical advice to Operations and other relevant functions to deliver safe, reliable, and compliant operations in power generation.
• Maintains safety management systems and regulatory compliance, contributes to strategic development and to drive safety behaviours to ensure the business is informed and focused on managing safety and reducing risk.
• Strongly supports and advocates PowerGen’s continual improvement of process and personal safety to achieve the Goal Zero of "no accidents, no harm to people and no damage to the environment", by developing a rigid inspection programme, investigating incidents and undertaking hazard assessments.
• Plans and implements Control of Work Systems & Contractor Management Systems requirements.
• Manages and participates in the investigation of accidents and incidents within the section/department and ensures lessons learnt are developed and communicated.
• Implements, evaluates, and administers the HSE process to address opportunities for improvements and make recommendations for improvement based on internal process audits, data analysis, identified gaps in contractor management and best-in-class industry practice.
• Supports the development and implementation of consistent site-wide HSE plans, safety programmes, specific campaigns and initiatives to improve personal and process safety to drive Safety Culture and deliver safe, reliable and compliant operations.
• Develops strategic HSE goals, objectives and key performance indicators for Operations and utilises Performance Management System to measure, manage and motivate performance.
