Our client in the Oil & Gas Sector is seeking to onboard a Maintenance Contract Scope Development Specialist on a One (1) year Contract.

Job Summary

The Client seeks to improve the efficiency, clarity, and standardization of its contractor management and maintenance operations. To support this initiative, a dedicated Consultant is required on a one-year contract to develop, review, and optimize a suite of Scope of Work (SOW) documents. This project aims to enhance operational reliability, safety compliance, and contractor performance across the organization.

Key Objectives

The Consultant will be responsible for developing comprehensive, standardized SOWs that:

  • Clearly define maintenance service requirements.
  • Establish measurable contractor performance expectations.
  • Ensure compliance with internal policies, public procurement regulations, and applicable industry and regulatory standards.
  • Promote operational efficiency and long-term contractor management excellence.

Key Responsibilities

  1. Document Development
  • Draft, review, and finalize SOWs for various maintenance categories, including general maintenance, specialist services, shutdowns, emergency response, and reliability projects.
  • Incorporate essential components such as deliverables, KPIs, risk assessments, HSE requirements, and QA/QC expectations.
  • Ensure alignment with local regulatory frameworks and international standards (e.g., ISO, API, ASME).
  1. Stakeholder Engagement
  • Collaborate with Operations, Maintenance and Planning, Supply Chain Management, Engineering, and Health, Safety & Sustainability (HSS).
  • Facilitate working sessions with internal SMEs including Technicians, Inspectors, Planners, Engineers, and Department Heads to gather accurate technical and operational inputs.
  1. Standards & Templates
  • Develop standardized templates for all SOWs.
  • Recommend and implement improvements to documentation workflows and governance processes.
  1. Compliance & Risk Management
  • Ensure all documents meet internal control standards and relevant legislation.
  • Identify potential contractual and operational risks and embed mitigative strategies within documents.
  1. Training & Knowledge Transfer
  • Conduct training sessions for internal stakeholders on the use, maintenance, and updating of SOW templates.
  • Deliver a final close-out report including all completed work, templates/tools developed, and recommendations for continuous improvement.

Additional Duties

  • Maintain a centralized database of approved SOWs.
  • Coordinate review and approval cycles across departments.
  • Provide technical input to contractor pre-qualification, tendering, and evaluation processes.
  • Support efforts to ensure contractor performance is driven by well-defined scopes and aligned with organizational goals.

Qualifications & Requirements

Academic Qualifications

  • UTT or NEC Technician's Diploma in Engineering, or
  • BSc in Project Management or a related technical field.

Professional Experience

  • Minimum 15 years of relevant experience in contract development, maintenance, turnaround planning and execution, or operational support in the oil & gas, petrochemical, or heavy industrial sectors.
  • Experience working collaboratively with Technicians, Inspectors, and Planners in maintenance job planning and execution.
  • Familiarity with inspection standards such as:
    • API 653 – Above Storage Tanks
    • API 570 – Piping
    • API 510 – Pressure Vessels
  • Knowledge of international standards including ISO 9001, API, OSHA, etc.

Skills & Competencies

  • Demonstrated ability to develop and interpret SOWs and Master Service Agreements (MSAs).
  • Strong grasp of contractor claims resolution and negotiation practices.
  • Technical acumen in executing maintenance and turnaround jobs.
  • Excellent stakeholder engagement and facilitation skills.
  • Detail-oriented, analytical, and process-driven.
