LICENSING OFFICER (PERSONNEL LICENSING & AIRCRAFT REGISTRY) - VACANCY NOTICE

The Barbados Civil Aviation Authority (BCAA) invites applications from suitably qualified professionals for the role of Licensing Officer, responsible for overseeing the personnel licensing and aircraft registry functions in alignment with national and international standards.
This is a pivotal role within the Flight Safety Directorate, offering a unique opportunity to contribute to the continued growth and effectiveness of Barbados' civil aviation oversight.
ABOUT THE ROLE
As the Licensing Officer (Personnel Licensing & Aircraft Registry), you will supervise and execute all aspects of the licensing process for aviation personnel in accordance with ICAO standards (Annex 1) and the Barbados Civil Aviation Regulations (BCARs). This includes the assessment and processing of applications, the publication of guidance materials, the maintenance of licensing records, and coordination with other regulatory teams to ensure accurate and compliant licensing outcomes.
KEY DUTIES AND RESPONSIBILITIES:
- Receiving, reviewing, and verifying applications for airman licences, licence renewals, and the addition of ratings.
- Liaising with flight operations, airworthiness, and air navigation inspectors to assess the validity and completeness of applications.
- Ensuring all licensing practices are fully compliant with ICAO Annex 1 and relevant sections of the BCARs.
- Producing information circulars, guidance documents, and licensing manuals for industry stakeholders and internal use.
- Maintaining a secure, organized, and current electronic database of all licences and related documentation.
- Monitoring examination outcomes and system performance through statistical reviews to assess effectiveness.
- Preparing and issuing licences, ratings, and certificates following confirmation of eligibility and payment of applicable fees.
- Recommending regulatory updates and procedural enhancements as required to align with ICAO amendments and best practices.
- Upholding document security protocols and providing oversight of technical library materials relevant to licensing and aircraft registry.
QUALIFICATIONS AND EXPERIENCE:
Applicants must meet one of the following experience profiles:
- Holder of a current pilot, aircraft maintenance engineer, or air traffic controller licence;
- Minimum of four (4) years' experience working in the aviation industry as a licence holder.
OR
- Minimum of four (4) years’ experience in the licensing section of a Civil Aviation Authority (CAA) in an ICAO member state.
ALSO REQUIRED:
- An Associate Degree, Diploma or Certificate in Supervisory Management, Public Administration, Human Resources Management, or a related field.
- Successful completion of a TRAINAIR or equivalent Personnel Examination & Licensing Course.
KNOWLEDGE & TECHNICAL COMPETENCIES:
- In-depth understanding of ICAO Annex 1 and related licensing standards.
- Familiarity with the Barbados Civil Aviation Regulations (BCARs) on personnel licensing and aircraft registration.
- Proven knowledge of technical document handling, registry systems, and security protocols.
- Familiarity with procedures related to the operation of a technical aviation library.
- Proficiency in Microsoft Office Suite and electronic record-keeping systems.
