BACKGROUND: Officially opened in August 2005, the Caribbean Community Climate Change Centre (CCCCC) is mandated by CARICOM Heads of Governments to lead the region's response to managing and adapting the impacts associated with anthropogenic-driven climate change. Additionally, it serves as the main repository for regional and national information on climate change.  The CCCCC was established by an intergovernmental agreement among the Caribbean Community (CARICOM) Member States and is guided by the philosophy established and nurtured through foundational activities such as that of the Caribbean Planning for Adaptation to Climate Change (CPACC) project, Adapting to Climate Change in the Caribbean (ACCC) project, and Mainstreaming Adaptation to Climate Change (MACC) project. The CCCCC manages its portfolio of responsibilities through its network of national, regional, and international collaborating agencies and institutions. The CCCCC is accredited by the Green Climate Fund (GCF) as a Regional Accredited Entity, allowing it to access and manage, on behalf of CARICOM Member states, projects up to USD 50 million per project. The CCCCC is also accredited as a Regional Implementing Entity by the Adaptation Fund.  In addition, the CCCCC is currently implementing projects with other donors and bilateral partners that include the European Union, Government of Italy (GoI), and Caribbean Development Bank (CDB), Global Affairs Canada (GAC).  The work of the CCCCC is guided by the draft CARICOM Revised Regional Framework (RRF) for Achieving Development Resilient to Climate Change. It provides the high-level strategy, identified by its Member States, to systematically address the challenges posed by climate change for the Caribbean and by the CCCCC’s Strategic Plan (2021-2025) “Building Resilience. Securing Our Future.”  The CCCCC’s Strategic Implementation Plan (SIP) outlines five inter-related Strategic Objectives that, when achieved, will support the achievement of the CCCCC vision of a “Resilient and Sustainable Caribbean region for all.” The Strategic Objectives outlined in the SIP include:  

  • Strategic Objective #1: Scale up actions to manage the effects of climate change.  
  • Strategic Objective #2: Strengthen strategic partnerships for sustained climate change results within the Region.   
  • Strategic Objective #3: Increase the uptake of climate data and innovative tools for socio-economic development and evidence-based decision-making across the region.   
  • Strategic Objective #4: Increase the Caribbean’s public ability to make informed decisions in responding to climate change and its impacts.  
  • Strategic Objective #5: A strong and sustainable Caribbean Community Climate Change Centre delivering on its mandate and providing added value to the Region.  

 Strategic Objective #5 seeks to transform the CCCCC into a fit-for-purpose institution that has the internal capacity to deliver on its mandate and deliver the outcomes of its SIP. To assist in the delivery of this strategic objective, the CCCCC is desirous of recruiting a Knowledge Management Expert to support the CCCCC efforts in addressing the challenges posed by climate change.  

The Knowledge Management Expert will enable Countries in the Eastern and Southern Caribbean: 

  • To generate, manage and use climate and climate change data and information for decision-making. 
  • To unlock access to climate finance through strengthened Institutional capacities to facilitate the development of inclusive, impactful, effective, efficient and sustainable projects/programmes. 
  • To increase knowledge and capacity of state and non-state stakeholders, including the private sector, to support climate change negotiations and investment in climate action. 

JOB PURPOSE 

The Knowledge Management Expert supports the creation of a central Climate Information and Knowledge Management Hub capable of providing synthesis country profiles drawing on data/information gathered through the administration of tools in the CLIE’nT (Weather Tools) Portal, as well as associated climate change related studies. The web-based interface is essential for evidenced-based decision-making within CARICOM Member states and facilitates user adaptability and the presentation of summary graphics alongside associated instantaneous information on climate change projections, vulnerabilities, and risks. The Knowledge Management Expert will ensure that high-quality, timely, and accessible data and knowledge products are available on climate data sets and information generated through the administration of weather and climate tools to support joint planning, policy dialogue, and programming and to support countries’ development of funding proposals and the unlocking of climate finance for resilience building.    The Knowledge Management Expert will play a critical role in translating technical data into actionable insights, ensuring that these are reflected in durable solutions strategies at both national and regional levels. The Knowledge Management Expert supports the CCCCC in strategically advancing the knowledge practices and systems’ operations and their corresponding policies and governance framework in alignment with the goals and objectives outlined in the Strategic Implementation Plan and the Revised Regional Framework. 

 DUTIES AND RESPONSIBILITIES 

  1. a.       Development of the Climate Information Knowledge Management Hub 
    1. Management and Operation of the CCCCC’s CLIE’nt Portal, Systems, Database and Tools 
  • Oversees the consultancy for the development, maintenance, and continuous improvement  a central Climate Information and Knowledge Management Hub - a web-based platform that presents climate data, climate change information (country and sector), country profiles, and links to CCCCC systems and tools  Work alongside Document Management personnel, technical and Communications team in the drafting of a knowledge management strategy and governance manual for the CCCCC’s systems, database, website, and tools. 
  • Serve as Operational Administrator of the Climate Information and Knowledge Management Hub. 
  • Oversee development of user-guides, manuals, and training materials to facilitate user access and utilization of the Hub. 
  • Support the addition of content to the CCCCC’s website and guide the resolution of content related issues. 
  • Oversee the integration and interoperability, where possible, with the CCCCC’s Learning Management System, Caribbean Climate Online Risk Assessment Tool (CCORAL), and other Tools. 
  • Continuously liaise with Information Technology Administrator to ensure that CCCCC’s Information Taxonomy is updated, troubleshoot issues and ensure system’s integrity and availability. 
  • Managing data acquisition, processing and dissemination processes to ensure the availability of accurate and up to date climate information. 
  • Monitoring and reporting on the performance of the Hub, recommending improvements and updates as necessary. 
  • Establishing and maintaining partnerships with relevant stakeholders to ensure access to reliable data sources and networks. 
  1. Management of E-learning Courses for the CCCCC’s Learning Management System 
  • Support the archiving and access to CCCCC’s suite of short capacity building e-courses for CCCCC staff and stakeholders to be used for onboarding new staff, awareness of CCCCC and donor specific forms and policies for stakeholders, and overall outreach and public awareness. 
  • Oversee development of user-guides, manuals, and training materials to facilitate user access and utilization of the Hub. 
  1. Oversee the Digitization and Electronic Filing 
  • Direct the active digitization of CCCCC’s past project reports as well as past publications for expansion of the Regional Clearing House. 
  • Collaborate with units to set up and execute an electronic filing system. 
  1. Develop and Coordinate Knowledge Sharing and Stakeholder Engagement  
  • Develop and maintain knowledge products including analytical reports, manuals, and dashboards that are tailored to various stakeholders across partners, using accessible and context-appropriate formats. 
  • Provide Coordination Support, technical support, and capacity strengthening. 
  • Coordinate and support monitoring, reporting, and stakeholder engagement. 
  1. Annual Reporting 
  • Submit annual report on the usage statistics for the CCCCC’s systems, databases, website, and tools. 

 

  1. REQUIRED QUALIFICATION, EXPERTISE, AND COMPETENCIES 

The Knowledge Management Expert is expected to possess the following qualifications, experience, and key competencies. 

 Qualifications: 

  • Minimum of a Master’s degree in Information/Knowledge Management, Information Systems, Information Science, or a related field. 
  • Certification in Project Management or Data Analytics is an asset. 

Experience: 

  • A minimum of five (5) years of practical experience in the implementation and coordination of data collection and analysis and managing data-driven web platforms, knowledge management systems to information hubs. 
  • A minimum of five (5) years of leadership and management experience working in high demanding, multi-cultural and multi-disciplinary environments including teams of diverse technical backgrounds. 
  • Proven knowledge and experience with statistical and social research methods and in information, communication, and knowledge management platforms, tools, systems, and processes. 
  • Proven track record in system integration, data management, and user support. 
  • A working understanding of climate change and its impacts on climate or environmental sectors and the ability to manage change processes associated with the implementation of knowledge management initiatives. 
  • Solid experience in capacity building and skills in instructional design for the delivery of knowledge management and/or organizational learning activities and the facilitation of workshops and other learning events is highly desirable. 
  • Familiarity with climate data processing is an asset. 
  • Strong competency in database management, web development technologies (HTML, CSS, JavaScript) and data visualization tools.

  1. INSTITUTIONAL ARRANGEMENTS 

The Knowledge Management Expert will report directly to the Technical and Policy Expert for day-to-day activities. The Knowledge Management Expert will liaise closely with the Executive Director, Assistant Executive Director, and other members of the Programme Development and Management, Technical Services, Corporate Services, and Business Strategy and Regional Coordination Departments.  

  1. PLACE OF WORK 

The Knowledge Management Expert will be contracted full-time at the CCCCC’s Headquarters in Belmopan, Belize. The initial contract duration is two (2) years with a probationary period of three (3) months, subject to extension and/or renewal contingent on performance and the availability of funding. A hybrid modality will not be considered for this role.
