DUTIES AND RESPONSIBILITIES: 

Accounting & Finance

- Review, analyze and post financial transactions and documents, such as invoices, journal vouchers, budget allocations, adjustments, reports, and new project and grant accounts and modifications to existing accounts.
- Maintain, reconcile and analyze financial statement accounts (subsidiary and general ledger accounts) for accuracy, budget and financial variances and unusual trends; resolve errors and prepare adjustments to accounts as necessary. 
- Prepare items to register transactions related to the internal cost recovery system (CRS). This includes ICR and project support cost transactions monthly. 
- Maintain CRS (including ICR) Funds and accounting ledgers.
- Prepare analysis schedules and reports including for CAAP.
- Ensure that comprehensive accounting records are maintained in an organized manner.
- Assist with month-end and fiscal year-end close processes. Assist in annual audit process.
- Ensure CRS compliance with donor agreements and audit requirements.
- Provide analytical support for moderate to complex budget projects.
- Analyze detailed sub-ledger reports and budget versus actual expense variance reports.
- Review donor draft budgets for proper estimations under the CRS policy.  
- Prepare schedules/analyses to monitor program funding and budget execution; monitor and analyze trends to identify risks and opportunities.
- Track and analyze costs; Assist in projecting costs.
- Work directly with accounting,  procurement, human resources, and general services to process and report expenses to budget.

Reporting

- Compile information and prepare ad-hoc and periodic financial statements, reports, reconciliations, analyses, spreadsheets, presentations and statistical information.
- Maintain, reconcile and analyze financial statement accounts for accuracy, budget and financial variances and unusual trends; resolve errors and recommend/prepare adjustments to accounts as necessary.
- Monitor project support cost execution vs budgets and advise when possible unbudgeted costs occurred or projected. 
- Assist with review and analysis of draft budgets/financial documents and donor agreements submitted by Secretariats and Departments to ensure compliance with GS/OAS rules, regulations, policies, guidelines and practices, verifying and ensuring their consistency and accuracy.
- Prepare schedules/analyses to monitor program funding and budget execution; monitor and analyze trends to identify risks and opportunities.

QUALIFICATIONS

Education & Experience:

Essential: First University Degree (Bachelor) in Business Administration, Finance, Accounting or a related field issued by a duly accredited institution AND 1 year of relevant experience including internship(s) in similar positions at national and/or international level.

The Department of Financial Services may require candidates to take a written exam regarding the requirements of this post.

Desirable: Experience or knowledge of the OAS mandates and priorities as related to the area of work and/or the dynamics of the Inter-American agenda and system. 

Computer Skills: Ability to effectively work using Microsoft Office (e.g. Outlook, Word, and Excel), and other software applicable to the area of work.

Languages:
Essential – Proficient in at least two of the official languages of the OAS (read, write and communicate).
Desirable – Working knowledge of other two OAS official languages.

Personal Competencies: Client Orientation, Knowledge Sharing, Teamwork, Interpersonal Skills. Ability to clearly communicate in the languages required for the post.

Professional Category: Remuneration = Basic Salary +  Post Adjustment
Net of taxes for non-US citizens 

- US citizens tax reimbursement: US Citizens are reimbursed for most taxes paid on OAS remuneration.  

- Paid Annual Leave: 21 days from 1st year.  Increase to 30 days within 5 years. 

- Sick Leave and Parental Leave.

- Health Insurance: OAS pays 2/3 of premium.

- Pension and Savings Plans: In addition to salary, OAS contributes 14% of pensionable remuneration to a Retirement and Pension Plan. Staff contribute 7%.

- Additional benefits (dependent on contract type): Mobilization allowance, repatriation grant, language allowance home leave travel, dependency allowance, life insurance.
