This position is responsible for providing technical and non-technical assistance in ensuring the safe and reliable operation of the Distribution System.

POSITION SUMMARY:

This position is responsible for providing technical and non-technical assistance to the Dispatch Officer, Emergency & Dispatch Operations Manager as well as Regional Operations in ensuring the safe and reliable operation of the Distribution System. In so doing the incumbent ensures that all emergencies, planned and unplanned outage events are promptly and appropriately managed in accordance with regulatory standards as well as the JPSco. Safety Policies and Procedures.

Additionally, the incumbent also ensures that:

  1. The “real time” status of the Distribution System is maintained under normal and adverse conditions via the Outage Management System (OMS), complimented by all other integrated systems to include SCADA/ADMS.
  2. Stakeholders within the organization are kept abreast of outage response and restoration progress under both normal and adverse conditions.
  3. Excellent outage data quality is preserved for System Reliability Indices measurements.

EDUCATION & SPECIALIZED TECHNIQUES

  1. Diploma in Electrical Engineering or equivalent discipline.
  2. Excellent oral and written communications skills.
  3. Knowledge of principles and processes for providing customer service
  4. Certified authority to switch on electrical power systems.
  5. Sound administrative, organizational and supervisory skills.
  6. Outage Management Training
  7. Well-developed analytical and organizational skills
  8. Strong Emotional intelligence
  9. JPS Dispatch Training Programme Certification

EXPERIENCE/LEARNED DISCIPLINE 

  1. At least Two (2) years prior experience in an electric utility Control Centre
  2. At least three (3) year experience in Operation Maintenance or related activities within JPS.
  3. Thorough knowledge of company's safety policies and procedures.
  4. Working knowledge of JPS T&D systems and associated policies and procedures.
  5. Working knowledge of computer software including OMS, Harmony, Clevest, Quad-logic, YPP and Sirus.
  6. Supervisory and or Leadership training and experience
  7. Knowledge of GIS Systems and its applications
  8. Sound Customer Service Skills
  9. Knowledge of JPS Operation Regions inclusive of parish boundaries and Feeder Configurations
  10. Knowledge of System Restoration policies and practices
  11. Knowledge in the use of two –way radios.
  12. Working knowledge of JPS T&D LOTO policies and procedures.
  13. Working knowledge of JPS Customer Care Department and associated policies and procedures.
  14. Ability to monitor and control the activities of multiple events simultaneously         

 

ELEMENTS OF MAJOR DUTIES

  1. Co-ordinates switching personnel for planned outages, load shedding/restoration of fault(s) outages to minimize customer outages.
  2. Keep Parish Managers, Regional Directors, System Control, Customer Care and Corporate Communication abreast of major fault outages affecting customers
  3. Execution of JPS Dispatch escalation practice/protocol to ensure system emergencies are appropriately addressed.
  4. Coordinate the efficient managing, troubleshooting and resolution of system faults in order to minimize outage durations. 
  5. Perform switching, review switching operations and give clearance for maintenance, construction, commissioning and restoration purposes in accordance with JPS switching policies and procedures.
  6. Organize and take appropriate action to correct abnormal conditions on the Distribution system with regards to safety of personnel, outages, equipment, plant and managing emergencies as per JPS safety policy and procedures.
  7. Maintains system parameters within specified limits and conditions.
  8. Provide information to the Operations and GIS department to facilitate the updating of distribution/feeder drawings based on temporary or permanent system changes.
  9. Analyze planned and unplanned power outages with field staff to improve restoration practices.
  10.  Monitor and control the operation of the crews that are working on the distribution system by administering permissions to field staff to operate devices on the T&D system by utilizing the OMS. 
  11. Maintains efficient communication between the System Control Department to ensure that all actions affecting the T&D System in the parishes are properly reported, executed and recorded.
  12. Monitor and Update OMS promptly in order to maintain effective and efficient communication with the Customer Care Center, System Control and Regional Operations.
  13. Provide assistance to field crews with the troubleshooting of the overhead and underground Distribution system and communicate defects to ensure that company standards are met.
