I. PROJECT BACKGROUND

The USAID/Eastern and Southern Caribbean Youth Resilience, Inclusion and Empowerment (Y-RIE) Activity engages and empowers youth and other key populations as partners to improve youth, family and community resilience to crime and violence. Y-RIE is a five-year USAID-funded activity being implemented by DAI Global, in Saint Lucia, Guyana, Grenada, and Trinidad and Tobago. Y-RIE focuses heavily on risk reduction of youth through the following four objectives:

1) Government provided social services strengthened;

2) Learning outcomes among focus youth improved;

3) Focus youth preparedness to enter the workforce improved;

4) Strengthen community and family systems.

In Saint Lucia, Y-RIE's counterpart Ministries are the Ministry of Youth Development and Sports and the Ministry of Equity, Social Justice and Empowerment. Y-RIE interventions will support youth between the ages of 10-29, in select communities within Vieux fort, Gros Islet, Castries and Anse la Raye.

II. ROLE OBJECTIVE

The Senior Program Manager (SPM) will work under the supervision of the COP and in coordination with the Program Manager and Program Implementation Specialist in Saint Lucia, as well as regional team members including the Youth Advisor, Grants Manager, and Monitoring, Evaluation & Learning team, to lead the Saint Lucia program portfolio. Specifically, the SPM will support the strategic planning, design and implementation of a suite of activities across the four objectives in Saint Lucia. S/he will represent the program in external meetings, build, and maintain collaborative relationships with stakeholders, and ensure work plan alignment with local needs and priorities.

III. TASKS

• Advise the project senior management (COP, DCOP and Technical Advisors) on the evolution of the local political, social and economic situation and on how to continuously adapt the project to ensure effectiveness.

• Lead, and be accountable for, the design, implementation, monitoring and evaluation of work plan activities, ensuring context appropriate design, sound implementation, budget management and cost control, and implementation tailored to local needs, priorities, and timelines.

• Draft scopes of work for grants, subcontracts, and consultants, manage implementation and budgets. Monitor technical performance and compliance with agreements and/or relevant contract terms and conditions.

• Build and maintain collaborative relationships with community and youth organizations, government and private sector, and other youth, justice, and security, stakeholders to implement project activities.

• Oversee delivery of technical assistance to beneficiaries and potential grantees.

• Coordination of transportation, lodging, logistics for both staff, consultants and/or beneficiaries working in the region. Mobilize participants, and manage logistics for project events, meetings, and workshops.

• Contribute to regular reporting requirements (quarterly, annually, and as needed) for activity updates, capturing success stories, and integrating programmatic lessons learned. Provide input related to regional activities for technical, financial and other reports. Submit progress and status reports as required on programmatic activities and implementation.

• Troubleshoot program management challenges with partners, grantees, technical staff, and senior management or technical advisors as needed.

• Supervise the country programming unit staff, including Program Manager(s), Program Implementation Specialist (s).

• Other tasks as assigned.

IV. DESIRED QUALIFICATIONS

• Master's degree in a relevant field, though a bachelor's degree with relevant work experience or specialized certifications may be considered in lieu of an advanced degree.

• At least 10 years of work experience, with at least 6 years progressive leadership experience in youth development, crime and violence prevention, institutional strengthening, project management, and /or community development in Saint Lucia. Prior USAID or donor-funded project management experience considered a plus.

• Advanced proficiency with Microsoft Office suite including Word, PowerPoint, Outlook, and Excel. Willingness to learn and utilize new database systems, maintain online records and filing systems for program activities.

• Experience and demonstrated capacity to communicate effectively with internal and external stakeholders, including government representatives, community organizers and/ or at-risk youth.

• Experience with small grants design, implementation, monitoring and evaluation.

• Strong leadership, interpersonal, technical, and analytical skills, with an operational focus and the ability to interact effectively with government counterparts, local and community organizations.

• An extremely well organized and self-directed individual with good judgment and high ethical standards.

• Excellent writing and organization skills and demonstrated ability to deliver high-quality written products. Please note that a writing test will be administered as part of the application process.

• Prior supervisory experience strongly desired.
