To drive the design, implementation, and communication of all environmental and regulatory compliance programs and to develop and provide technical and administrative direction on all environmental and regulatory compliance decisions.

KEY RESPONSIBILITIES

  • Leads and establishes the strategic direction to achieve Health, Safety & Environmental Legislative compliance with a team of HSE specialists for the establishment and implementation of plans, procedures, and systems.
  • Provides support and sound technical advice to Operations and other relevant functions to deliver safe, reliable, and compliant operations.
  • Reviews the company wide Operating Management Systems (OMS) and regulatory compliance and environmental performance trends and make recommendations.
  • Oversees the development and implementation of Environmental Impact Assessment, Certificate of Environmental Clearance, noise, air and water pollution rules and other legislative requirements to achieve HSE compliance.
  • Develops, updates, evaluates, and administers policies, procedures and, environmental programs to establish an Environmental Management System and OMS in line with ISO standards (14001 & 45001).
  • Addresses environmental issues and mitigation of potential environmental risks.
  • Oversees and manages State Enterprise Risks for the organisation.
  • Reviews the asset’s environmental aspects and risk registers requirements and advise on the appropriate operational response to support continued compliance.
  • Oversees investigations of accidents and incidents and ensures lessons learned are identified and shared with the relevant stakeholders and implementation of corrective actions leading to continuous improvement.
  • Implements, evaluates and administers the HSE process to address opportunities for improvements and make recommendations for corrections that include the creation, presentation and delivery of training programs for management, supervision and employees.
  • Develops and manages waste management, pollution prevention and control, and environmental monitoring and auditing programs.
  • Manages HSE legal compliance audits and provide support in the interpretation of HSE legal compliance requirements to Business Units.
  • Provides a point of contact for regulatory compliance assessment and coordination.
  • Maintains records, reports and documents that are required to meet corporate and regulatory requirements.
  • Develops strategic goals, objectives and key performance indicators for Environmental and Regulatory Compliance and utilizes Performance Management System to measure, manage, and motivate performance.
  • Develops and implements staffing strategy and effectively leads a team of professionals by developing talent and cultivating a high-performance culture.
  • Supports the development of departmental budgets and monitors and controls utilization.
  • Undertakes any other assignments required from time to time, to fulfil the job purpose.

EXPERIENCE & QUALIFICATIONS

Minimum Qualifications

  • Bachelor’s Degree in Environmental Management or Occupational Safety, Health and Environment.
  • Master’s /Post Graduate Degree in Occupational Safety, Health and Environment.
  • Recognized HSE certification as a Safety Professional i.e., CSP, ASP, OHST is preferable.
  • Specialized technical expertise in conducting HSE legal compliance audits with reference to providing support in the interpretation of HSE legal compliance requirements to Business Units.

Minimum Experience

  • A minimum of ten (10) years’ experience in Occupational Health, Safety and Environment with emphasis on Environment, preferably in the oil and gas industry.
  • A minimum of five (5) years’ experience in a managerial role.  

Job Specific Skills

  • Track record of leading teams of HSE professionals and working in the Health, Safety, Environmental, and compliance areas.
  • Awareness of Risk Methodologies, ISO 14001 and auditing, a good understanding of mitigation technologies.
  • Ability to recognize hazardous situations and implement timely corrective measures.
  • Knowledge of Environmental Health and Safety training required by government regulations.
