The Logistics Planning Lead shall act as Single Point Accountability (SPA) to CLIENT to manage all the Work relating to the logistics planning. Manage the Transport and Vessels Co-ordination service and co-ordinators. The Logistics Planning Lead is the designated 'Kabal' '"Super-User'".

Roles & Responsibilities

General

• Effective management and co-ordination of CLIENT’s Vessel and Transport Scheduling.

Vessels - voyage scheduling, berth bookings, cargo/bulk bookings, fuel/water provision, crew change schedule, tank cleaning and maintenance berths. Seamless interface with CLIENT stakeholders onshore and offshore together with THIRD PART facilities providers.

Transport - the scheduling of road transport for optimal efficiency. Seamless interface with CLIENT vendors and trucking provider. Compliance of Trucking provider with ASCO's Vehicle Assurance standards.

• Recommend to CLIENT a supply vessel delivery strategy to support comprehensive regional requirements, based on but not exclusive of the following criteria:

• Proactively work with various CLIENT representatives and third-party suppliers to plan cargo deliveries and supply vessel support for CLIENT projects, including:

o Rig and production facility count.

o Rig and production facility activity.

o Tonnage and deliveries required by each offshore location.

o Cycle time and delivery capability with supply vessels

o Unique requirements separate from traditional cargo, such as vessel restrictions to tide.

o Mobilizing and demobilizing rigs and production facilities.

o Other oil and gas projects requiring comprehensive cargo and vessel planning.

• Proactively work with various CLIENT representatives and third-party suppliers to plan cargo deliveries and supply vessel support for CLIENT projects, including:

o Drilling, completion, intervention campaigns

o TAR Campaigns

o Subsea Projects

o Routine Production support

o Mobilizing and demobilizing rigs and Production facilities.

o Other oil and gas projects requiring comprehensive cargo and vessel planning.

• Arrange and manage the coordination of vessel bulk tank cleaning services and removal of resulting slops to waste provider. NOTE: Tank Cleaning shall be carried out by CLIENT’s approved Tank Cleaning Contractor only.

• Liaise with CLIENT’s CCU Provider to communicate CCU requirements for activity sets.

• Arrange bulk loadings and discharges to and from CLIENT supply vessels.

• Liaise with CLIENT’s bulk product vendors, suppliers, fuel, and water providers regarding the provision of their bulks.

• Record and provide relevant Port authority with all required data for any Port and Cargo dues associated with vessels working on the CLIENT’s behalf.

• Show evidence of creating and using Master Equipment Lists (MEL) for planning and scheduling of cargo and supply vessels.

• Engage both onshore and offshore CLIENT representatives and third parties to deeply understand both short-term and long-term cargo and vessel requirements.

• Proficiently use CLIENT nominated system for cargo management and supply vessel planning.

• Assist CLIENT and third parties associated with projects pertaining to assigned offshore locations in the understanding of planning, scheduling, and cargo data entry portions of CLIENT nominated cargo and vessel management system.

• Develop cargo delivery and vessel schedules based on the following criteria:

o Offshore delivery requirements and timing.

o Offshore delivery requirements and timing.

o Vessel above and under deck availability and compatibility with cargo demand.

o Inspections and maintenance requirements with supply vessels and port facilities.

o Bulk Tank Cleaning on supply vessels.

o In port timelines for cargo loading and unloading supply vessels.

o Cargo readiness.

• Routine cargo should be dispatched as to prevent congestion at supply-base.

• Implement a protocol to manage potential conflict in the daily work plan and sailing schedule as a result of changing CLIENT priorities.

• Attend daily rig calls and other operational meetings to understand CLIENT cargo delivery and vessel support requirements.

• Host daily logistics calls with other logistics focal points to agree on cargo delivery and vessel support plans.

• Maintain and execute a supply vessel and port loading/unloading schedule covering a 10-day forward looking forecast.

• Maintain cargo details known at the 48 hour and 24-hour stages prior to vessels sailing to offshore locations.

• Use CLIENT specified system to log & track late, urgent, or unplanned cargo and vessel requests.

• Make every effort to communicate vessel plans and cargo details inside CLIENT Logistics specified system.

• Notify impacted offshore teams of vessel schedule changes which cause impact to previously scheduling agreements or publication.

• Receive cargo at supply base based on published vessel schedules and cargo details inside CLIENT defined cargo management system.

• Ad hoc cargo not visible ahead of delivery and common cargo clerical errors shall be tracked and reported.

• Provide proposed manifest based on previously published vessel schedules and offshore requirements to CLIENT representatives offshore and other onshore logistics coordinators.

• Work together with vessel master to develop a cargo stowage plan with required lift plans and risk assessment and Job Safety Analysis (JSA) for vessel master approval on arrival.

• Package and secure any un-containerized cargo ready for shipment, ensuring all appropriate documentation is attached and complete.

• Work with CLIENT vessel captains or crews to optimize deck space of supply vessels with thorough deck plans and consolidated compatible cargo into CCUs whenever practical.

• Coordinate all necessary equipment and consumables (in addition to those provided by CLIENT) required to ensure sea freight cargo is stowed in compliance with industry guidelines and will arrive offshore undamaged and fit for purpose.

• Maintain equipment and consumables, replacing worn or damaged lifting gear in line with Industry Standards.

• Ensure manifesting and production of all required documentation to ensure full control and compliance to customs and legislative requirements.

• Responsible for providing and thereafter retaining full documentation for all cargo. The documentation shall comply with all statutory requirements and current customs and excise regulations and clear all inward and outward documentation with the relative customs and excise authorities.

• Manage dispatch of cargo returning from offshore.

• Return cargo from offshore based on offshore manifest instructions and shall liaise with CLIENT representatives offshore when necessary. Cargo considered to be ‘high-cost rental’ shall be considered priority and dispatched within 24 hours unless otherwise previously agreed with CLIENT.

 

Minimum Qualifications

• Minimum Certification in Logistics/Materials Management

• At least 5 years Logistics/Operational experience within the Oil & Gas and supply chain logistics industries

• Operational experience in the oil industry
