Purpose of the Role:
The Director, Application Delivery Services, Digital & Client Experience is accountable for all FCIB's technology assets which support the client experience, digital banking, core banking and cards functions for the enterprise and for the formulation and implementation of applications developed within this portfolio, with a focus on growth, stability and cost effectiveness. The incumbent leads and manages a team of specialized resources (internal & external) across the region and working in conjunction with key strategic vendor partnerships is accountable for the design, development, implementation and support of products and services consistent with the Bank's strategic objectives. The incumbent provides expert advice to the Bank's leadership team, business units and technology units on the use of technology in order to advance and enable key investments in support of the implementation of business strategies. The scope of responsibility is wide by virtue of the lines of business served and the complexity and number of applications supported and includes leading and managing all delivery features of these applications. The Director has overall responsibility for the technology portfolio management, relationship management, delivery and enhancement of the client experience, digital banking, core banking and cards solutions and provides directional guidance to staff and clients in the end-to-end delivery of business applications in the relevant environment. The incumbent is responsible for the development and implementation of the applications supporting these business areas and for providing high quality and cost-effective products and services consistent with strategic objectives using systems development methodologies in keeping with the architecture standards, guidelines and policies for the systems development and business applications areas. The Director provides expert advice on the use of technology / business practices and is an expert in the field, providing vision, innovation, and supporting strategies to capitalize on investments and is responsible for guiding the formulation and execution of the application architecture of the related business area(s). In addition is responsible for supporting the long-term strategic needs of the business from a technological application perspective. The incumbent is accountable to the Deputy CIO for managing the agreed objectives, goals and targets for all Technology applications within their direct areas of responsibility across the region. With respect to application development, daily direction will be provided by CIBC and the Director will be responsible for managerial duties relating to these areas. The incumbent will lead the delivery of FCIB applications through the adoption of CIBC application delivery standards, strategies and methodologies.

Key Accountabilities:
  • Responsible for the efficient and cost-effective operation and recovery of the Bank's digital and client experience application solutions, following governance, processes and policies that govern application development and promotion to the production environment. Application categories include digital and client experience and agile practice. Responsible for application testing and business analysis, and agile practice management ensuring adherence to established methodology.
  • Leads IT application related initiatives ensuring development and implementation that will enable creating and maintaining competitive advantage in a constantly changing marketplace.
  • Responsible for directing, managing and delivering large, complex, mission critical, application development projects. Identifies the drivers, strategies and needs of clients' technology operations and leads internal change to support those operations.
  • Responsible for the management of client relationships, interfaces and maintains communications with clients and business management, ensuring adherence and delivery of agreed service level agreements. Monitors business and technology developments and provides on-time response and support all lines of business.
  • Responsible for the smooth workflow of the application delivery services team ensuring high standards and quality of technical work. Responsible for and leads reviews of tools and technologies for improving performance and reducing costs. Establishes, monitors and adheres to budget for respective area.
  • Responsible for determining the feasibility of new products / systems by analyzing market / economic data, competitor practices and vendor viability, making recommendations to Deputy Chief Information Officer to ensure that the correct applications to support the Bank's strategy are selected.
  • Prepares business proposals on technology upgrades, new technical integration or new products for highly complex issues that affect multiple business areas. Represents the organization on external committees from a technical perspective to cover and market the Bank's interests, in vendor partnerships identifying all risks to the application portfolio and the appropriate risk mitigation factors, makes presentations as required to internal and external audiences.
  • Responsible for ensuring that current banking application environments are logically secured. Maintains leading-edge personal and professional development by regular and focused activity, which covers the complete development spectrum eg. conferences, courses, personal coaching, etc. Keeps up-to-date personally with latest thinking in discipline by attending and presenting at conferences, producing research material for leading-edge journals, etc.
  • Responsible for the cost, funding models, performance measurements and reporting on outcomes. Formulates strategy and policy. Maintains constructive relations with internal clients and external partners managing expectations.
  • Accountable for a team of in-house senior managers and specialized solution designers, who in turn have responsibility for teams of systems analysts and development staff. In addition to this, due to growing demands, new technologies and specialization, the incumbent will also lead and be accountable for a team of 50+ globally located contract designers, developers and analysts. Provides leadership, guidance and highly specialized knowledge / advice to direct reports, internal business partners and senior / executive management in the areas of key business metrics and client information. Leads the delivery of high-quality team engagement, improved service efficiency, maximizing of business relationship development opportunities, and models a culture of continuous improvement and customer service excellence.
Critical Knowledge & Skills Required:
  • A degree level qualification in Information Technology.

Experience Required:
  • Risk management, knowledge and experience of process, tools and techniques for assessing and controlling an organization's exposure (assets, liabilities, reputation) as it relates to the application delivery portfolio.
  • Planning: tactical, strategic-ability to contribute to operational (short term), tactical (1 - 2 years) and strategic (3 - 5 years) planning in support of the business plan.
  • Budgeting: knowledge and experience of specific policies and practices for planning and administration of budget.
  • Demonstrated experience in a leadership role with responsibilities related to managing highly skilled IT application development teams.
