The Transport Coordinator is responsible and accountable for the delivery of a safe, reliable and cost-effective VESSEL and TRUCKING SCHEDULING service in support of all CLIENT DRILLING, PRODUCTION AND PROJECTS activities.

Roles & Responsibilities

General - VESSELS

  • Manage and co-ordinate all port mooring, berthing and/or movement of vessels contracted by the CLIENT, in whole or part, in support of their offshore locations, in conjunction with relevant Port Authorities.
  • Perform vessel port entry and mooring services for all CLIENT marine vessels including but not limited to platform supply vessels, ERRV, and anchor handling vessels.
  • Provide meteorological information, tide heights and times and weather forecasts.
  • Submit updates, by electronic mail to CLIENT documenting the actual time and date of CLIENT’s vessel/s arrival, Berthing and dispatch at ASCO’s operating quayside.
  • Co-ordinate with CLIENT's chartered vessels to ensure CLIENT’s Logistics specified system is actively managed and maintained on behalf of the CLIENT. This is to ensure that the CLIENT’s defined performance data collection and reporting requirements are fully met.
  • Provide appropriate procedures to meet all International Ship & Port Facility Security (ISPS) requirements for inter-ship and Port facilities compliance.
  • Effectively interact with onshore & offshore Drilling/ Logistics Coordinators to compile load lists and lift data for vessels.
  • Meet daily with Onshore Drilling/Logistics Coordinators & CLIENT to agree optimum weekly vessel schedule and activity plan, and dissemination of weekly supply vessel to all stakeholders onshore/offshore.
  • Determine through consultation with CLIENT Lead ad-hoc vessel requirements.
  • Preparation of vessel manifests and dissemination of same manifests to vessel masters.
  • Track vessel cargo inbound/outbound by number of lifts and tonnage (include deck & under deck cargo).
  • Manage transportation of waste from offshore.
  • Collate data applicable to vessel utilisation.
  • Coordinate load out of bulk cargo with the bulk fluid supplier to ensure operational demand is met whilst optimising vessel tanks.
  • Coordinate vessel tank cleaning requirements by bulk fluid supplier to ensure tanks are cleaned in a timely manner to minimise vessel Non-Productive Time (NPT).
  • Coordinate with Tank coordinator, Environmental Coordinator, Marine Assurance to schedule required services and inspections for vessels.
  • Ensure Vessel Data Card is issued to all vessel masters prior to initial sailing & update where necessary.
  • Fully utilize ASCO QMS for all vessel operations, and any other CLIENT system as required.
  • To meet operational requirements whilst maximising truck and vessel utilisation.
  • Plan and monitor the short term integrated operational cargo and marine vessel plans and highlight conflicts and areas for improvement.
  • Respond to changing priorities, unforeseen operational issues (for example vessel breakdown or critical cargo movements) and when opportunities arise, to identify/facilitate vessel sharing. Re-route vessels, if necessary, upon relevant approval from client.
  • Work with client asset & logistics teams to compile cargo demand planning data for review in weekly and fortnightly 1Q planning meetings.   
  • Produce accurate production load lists highlighting any over spill or potential loading problems – i.e., abnormal lifts, heavy lifts in advance of loading. Ensure cargo load lists from Kabal are submitted in accordance with the Client cargo procedures (72hr, 48hr, and 24hr cut-off time prior to sailing). Ensure a client prioritization listing is provided for each loadout.
  • In conjunction with the vessel masters onshore and offshore teams, compile accurate shipping lists, sailing orders and deck plan layouts and share with key stake holders at the 72hr, 48hr, and 24hr cut-off time prior to sailing with target being greater than 48hrs from sailing.
  • Populating cargo data for empty CCUs and waste skips provided directly to offshore by the client’s designated CCU provider.
  • Timely opening of Kabal packages as requested by vendors as per client cargo procedure.
  • Maintain communications with offshore installations providing updated marine plans and ETAs upon changes. Coordinate with offshore Site support Leads or Offshore Drilling LC to ensure timely backload of CCU’s and for flagging of inbound DG, Heavy Lifts and or odd sized lifts which require special arrangements in advance.
  • Timely call off CCU requests from designated vendor.
  • Timely call off transport requests to ensure vendor cargo meets sailing schedules and obtain approved deviation where necessary. Coordinate with vendors cargo delivery/collection dates and coordinate approved inter vendor movements.
  • Maintain communications with offshore production facilities providing updated marine plans upon changes. Coordinate with offshore Site Support Lead or Offshore drilling LC to ensure timely backload of CCU’s and for flagging of inbound DG, Heavy Lifts and or odd sized lifts which require special arrangements in advance.
  • Expediting the emptying and return of CCUs by liaising with various stakeholders(offshore and vendors) based on client cargo procedure.
  • Integrate into the overall planning all offshore installation priorities/restrictions with efficient and effective vessel routing and ensure that requirements for fuel, potable water and backload space are met and incorporated into the daily integrated vessel plan. Communicate detailed vessel plans per asset to relevant focal points.
  • Coordinate vessel water and fuel requirements to achieve operational demand with client approved suppliers.
  • Coordinate water and fuel sampling are per frequency outline by client procedure and maintain log.
  • In the event of an emergency, provide marine information (vessel locations/weather conditions) following the client Emergency Response protocol, maintaining a link to the client representation on IMT.
  • Act as Emergency Warden where necessary.

General - TRUCKING

  • Manage and co-ordinate truck fleet for the optimal movement of the CLIENT's inbound and outbound cargo to and from suppliers for quayside and pipe yard.
  • Meet daily with Onshore Drilling/Logistics Coordinators & CLIENT to agree optimum daily and weekly trucking schedule and activity plan, and dissemination of the transport plan to all stakeholders onshore/offshore.
  • Effectively interact with onshore & offshore Drilling and Production Logistics Coordinators to compile cargo manifests for trucks.
  • Meet daily with Onshore Drilling/ Logistics Coordinators & CLIENT to agree optimum weekly trucking schedule and activity plan, and dissemination of weekly trucking schedules to all stakeholders.
  • Determine through consultation with CLIENT Lead ad-hoc truck requirements.
  • Maintain communications with Logistics Coordinators providing updated transport plans and ETAs upon changes.
  • Liaise with Onshore Logistics Coordinators to ensure timely collection of backloaded CCU’s, Heavy Lifts, Dangerous Goods and or odd sized lifts which require special arrangements in advance
  • To meet operational requirements whilst maximising truck utilisation.
  • Fully utilize ASCO TMS for all vessel operations, and any other CLIENT system as required.
  • Track cargo inbound/outbound.
  • Collate data applicable to truck utilisation.
  • Act as Emergency Warden where necessary.

Customer

  • Develop and maintain effective customer and stakeholder relationships
  • Identify opportunities to improve service delivery within the ASCO operation
  • Investigate service failures and suggest improvements/changes to the process where required

Minimum Qualifications

  • Minimum Certification in Logistics/ Materials Management
  • At least 5 years Logistics/Operational experience in coordinating drilling materials within the Oil & Gas and supply chain logistics industries
  • Operational experience in the oil industry
  • Strong ASCO QMS and TMS Awareness
  • Clean Certificate of Character
