This position is responsible for planning, directing and implementing projects being managed by the Engineering Services Division consistent with the company’s growth and expansion strategy, commitments and goals.

POSITION SUMMARY:

This position is responsible for planning, directing and implementing projects being managed by the Engineering Services Division consistent with the company’s growth and expansion strategy, commitments and goals. The projects will encompass the JPS electric power system in general, special projects for system expansion, grid interconnection and customer driven projects targeted to at business growth. The incumbent will provide support to the Project Managers by developing, implementing and managing project logistics, resource planning and allocation, requirements determination, project prioritization and logistical efficiency.

EDUCATION/SPECIALIZED TECHNIQUES

  1. Masters of Science degree in Electrical Engineering/equivalent (based on specialized postgraduate training and level of experience in field) 
  2. Expert knowledge of electrical power systems, the components and its operation to include installation and maintenance.
  3. Working Knowledge of Computer Aided Design Software and the interpretation of Engineering and Construction Designs.
  4. Training and experience in FIDIC Contracts, General Contracts and Procurement Management.
  5. Registered Professional Engineer (PERB Jamaica)
  6. Project Management Professional Certification (PMP) or similar Project Management qualification is required.
  7. Excellent communication, time management, human relations, negotiation and inter-personal skills.
  8. Fact-finding, analytical, diagnostic and planning skills
  9. Advanced knowledge of MS Office applications- including Project, Excel, Word, Power Point and SharePoint.
  10. Working knowledge of Inventory Management and Procurement applications - Oracle E-Business Suite

EXPERIENCE/LEARNED DISCIPLINES 

  1. A minimum of five (5) years’ experience in engineering project execution or a similar position, with at least three (3) years at a senior level.
  2. Sound knowledge and operational experience with JPS T&D electrical system, the engineering design, construction and commissioning of systems.
  3. Sound knowledge of design, construction and operation of JPS T&D System and relevant international engineering standards such as NESC, IEC, IEEE, ANSI, ES1300, RUS1724E and so on.
  4. Experience in power system protection, metering and SCADA equipment installation, testing, calibration, and commissioning.
  5. Experience of equipment and services procurement i.e., specification, tendering etc.
  6. Knowledge of JPS’s technical systems and standards, operating policy and procedures and applicable safety standards.
  7. Knowledge of risks associated with various power systems device and equipment installation, maintenance and operation (such as open-circuiting CT secondary circuits, electrostatic discharge on electronic equipment, etc.)
  8. Knowledge of JPS operational and switching procedures and related safety rules and be authorized to switch on the transmission and distribution system. Having clear understanding of the impact of actions on system security, personnel safety and equipment damage.
  9. Expert knowledge of JPS system restoration policies and industry practices
  10. Expert knowledge of Operational Grid Codes, Electricity Act, All-Island Electricity License, Guaranteed Standards of Supply, Electrical Distribution Construction (ES1300) Standards and the government’s Energy Policy
  11. Sound Knowledge of Renewable Energy Systems, Energy Storage Systems, Sustainable Energy Strategies and Consequences.
  12. Excellent in Business Case Evaluation, Project Development and Project Management.
  13. Expertise in the Complex Connection Management Application and processes for line extensions
  14. Excellent strategic and analytical thinking; good judgement and problem-solving skills.
  15. Well-developed understanding of the government's and the utility regulator’s economic objectives, policies and programs.
  16. Working knowledge of OUR & GER guidelines and standards.
  17. Knowledge and understanding of the JPS medium-term expansion plan, capital program and business strategy 
  18. Working knowledge of Materials Management, Warehousing and Supply Chain Management and understanding of JPS procurement standards, policies and procedures.

ELEMENTS OF MAJOR DUTIES 

  1. Implement assigned projects from Planning Stage – Through Execution & Commissioning.
  2. Develop project proposal documents and solicit budgetary approvals when required (CIC Approvals).
  3. Conduct research of new and emerging technologies towards advancing JPS Electric Grid to become smarter.
  4. Conduct and or supervises construction, installation, testing and commissioning of T&D, substation, power lines, equipment and systems, when required.
  5. Develop and maintain procedures for operation and maintenance of newly implemented systems and tools, to include spare parts availability, firmware configurations, drawings and documentation.
  6. Ensure safe interfacing with critical active T&D high voltage and protection systems, for the implementation of improvement projects
  7. Supervise and lead the timely completion of T&D improvement projects.
  8. Supervises and engages in Special Projects geared at ensuring the efficient operation of the JPS in areas of the system that are not directly attributable to transmission and distribution.
  9. Promulgate via various communication means customer growth projects and their impact/implication.
  10. Oversee persons assigned to the projects being implemented. Administers and interprets the personnel function for all Engineering Projects employees in accordance with collective agreements and company policy
  11. Develop and implement project planning and execution work plans for project implementation.
  12. Engage critical operational and management personnel during project planning and execution and secure their approval per operational requirements.
  13. Lead technical discussions on complex system issues, make recommendations to senior management / system operators as required, and guide policy development.
  14. Support major outage and event reviews with team and conduct monthly meetings. Lessons learned from the event is to be used in the forward planning and configuration management of the grid.
  15. Be the change leader for operational excellence across the company, actively participating in meetings, stakeholder groups to impart system knowledge.
  16. Assist with System Restoration as required by EOC Manager and respond to major system disturbances and emergency operations.
  17. Ensures there is full compliance with the Electric Act, Operating Grid Codes and the Electric License.
  18. Prepares and manages department Capital and O&M Budgets
