Job Summary:

Reporting to the Managing Director, the Senior Manager is responsible for all financial, information technology, storage, and retrieval matters of the Housing Agency of Jamaica and all its affiliates. The role develops the relevant strategies and oversees the implementation of related initiatives and actions to achieve the Finance, Accounting, Treasury, and Information objectives. In addition, develops and directs the implementation of all information processing, knowledge management, centralized records management, and business process objectives according to strategies established and agreed objectives to be achieved while adhering to all statutory and fiduciary requirements.

 

In addition, the role will partner with the senior leadership and the board of directors to develop and implement strategies across the organization. The Senior Manager will oversee all compliance and reporting requirements for contracts, private partnerships, and other sources of funds. The Senior Manager is required to adapt to a continually evolving environment and thrive in an autonomous and deadline-oriented workplace while managing the Finance and Information staff.

 

Scope of Work:

Finance

  • Oversee cash flow planning and ensure availability of funds as needed.
  • Oversee cash, investment, and asset management.
  • Oversee financing strategies and activities, as well as banking relationships.
  • Develop and utilize forward-looking, predictive models and activity-based financial analyses to provide insight into the organization’s operations and business plans.

 

Planning, Policy, and Funding institution Relations

  • Coordinate the development and monitoring of budgets.
  • Develop financial business plans and forecasts.
  • Participate in corporate policy development as a member of the senior management team.
  • Develop short-, medium-, and long-term financial plans and projections review and approval by the MD and finance committee of the Board of Directors.
  • Represent the company to financial partners, including financial institutions, investors, foundation executives, auditors, public officials, etc.
  • Remain up to date on accounting best practices and the law regarding public sector company operations.

 

Accounting and Administration

  • Oversee the accounting department to ensure proper maintenance of all accounting systems and functions.
  • Ensure maintenance of appropriate internal controls and financial procedures.
  • Ensure timeliness, accuracy, and usefulness of financial and management reporting for Joint Venture Partners, MD, and the Board of Directors; oversee the preparation and communication of monthly and annual financial statements.
  • Coordinate audits and proper filing of tax returns.
  • Ensure legal and regulatory compliance regarding all financial functions.

 

 

Information Management and Documentation

  • Plans and directs the MIS activities including knowledge management, information requirements, records management, data analysis, business processes, systems development, hardware, and software management.

 

Leadership and Management

  • Contribute to the preparation of the organization’s annual strategic objectives based on HAJL’s mission and vision in consultation with the Managing Director, other Senior Managers, and Board Members.
  • Prepare the annual Finance & Information Department’s Operational Plan and Budget, in conjunction with direct reports, based on annual strategic objectives.
  • Guide all team members in the Finance & Information Department in the preparation of their annual individual and departmental objectives prior to April 1 each year.
  • Continually evaluate the performance of team members against individual and departmental objectives; coach, advise, recommend, and facilitate the implementation of corrective action in order that individual and departmental objectives are met.
  • Coordinate the annual budget preparation process.
  • Meet regularly with Direct Reports to monitor outcomes of the Department’s objectives and to make any strategic or operational changes that will result in the Department meeting its objectives.
  • Present the Department’s operating and Company’s financial position at the regular Management meetings and advise of any strategic or operational changes that will result in meeting key outputs.
  • Provide advice to the Board Finance Committee Chairman and any Government official on Finance issues.

 

 

 

The ideal candidate should have:

Education/ Experience/Specialized Techniques:

  •  ACCA Level III, CPA Certification, or any equivalent
  • Post Graduate Degree in Business Administration, specializing in Finance, or relevant working experience in Finance at a senior level.
  • Working knowledge of Information Technology while operating at a senior level
  • Good understanding of the Government's Procurement Process and the governing regulations
  • Understanding of the statutory requirements for housing and mortgage services.
  • At least five (5) years in a senior financial-management role, partnering with executive staff, resulting in the development and implementation of creative financial management strategies.
  • Experience managing finance (accounting, budgeting, control, and reporting) for a complex nonprofit with multiple funding sources including government (federal and state) contracts and an affiliate structure with diverse program areas delivered nationally.
  • Experience working with information technology staff.
