JOB SUMMARY:

On appointment pursuant to section 3 (2) of the Turks & Caicos Cadet Corps Ordinance 2015, The Lt. Cornel shall be responsible to assist the Commandant with the day-to-day administration of the Cadet Corps and subject to TCI Cadet Corps Ordinance shall be the 2 I/C and have supervision, discipline, and control of the Cadet Force.

Thus, strengthen the capacity of the TCI Cadet Crops by assisting the Colonel/Commandant

through the provision of effective and efficient management of the Cadets.  The incumbent is

expected assist the Colonel/Commandant to guide the planning and implementation of the

annual Cadets Objectives in keeping with the strategic Policy Directives issued by the Ministry of

Education.

 

KEY DUTIES AND RESPONSIBILITIES:

TASKS AND RESPONSIBILITIES:  

Legislative:

  1. 1.    Makes appointments and promotions in respect of non-commissioned officers as he sees fit;
  2. 2.    Makes periodic standing orders pursuant to section 30 of the Cadet Corps Ordinance and;
  3. 3.    Assist with the development of a handbook, a code of practice or such guidelines as he may see fit, for the guidance, government and regulation of members of the Cadet Corps

Operational:

  1. 4.    Assists in selecting Officers and Adult Instructors (AI) to the establishment.
  2. 5.    Assists with the Management training and development of all Officers and AI
  3. 6.    Assists the Colonel with Plans and Maintains a key personnel succession plan.
  4. 7.    Ensures that security guidelines and policies are being implemented and adhered to.
  5. 8.    Ensures Health and Safety and Child Protection regulations have the highest priority with all officers and AI.
  6. 9.    Maintains the welfare of all Officers, AI and Cadets of the TCICC.

10. Promotes the TCICC within the community, enhancing the awareness of the Cadets in the public eye by fostering effective Public Relations.

11. Liaises and fostering links with the local Civic Community.

12. Ensures that all staff and senior cadets are maintaining a high level of drill, dress, and deportment at all times and reporting significant concerns to the CO in a timely manner;

13. Ensures that effective data collection and analysis systems are in place to facilitate effective reporting.

Strategic:

14. Assists the Colonel with developing and monitoring strategic objectives of the TCI Cadets

15. Acts as Colonel/Commandant in the absence of substantive post holder

Training:

16. Assists the Colonel/Commandant with development, implementation, monitoring and evaluation of a Training Plan for the professional development of staff and enrolled Cadets

Financial:

17. Assists the Commandant with the implementation of prudent financial systems to properly steward approved funding

18. Assist with the preparation of budget estimates, projections, profiles and key performance indicators for the Cadets Program

 

MINIMUM QUALIFICATIONS & EXPERIENCE:          

  • A certificate, Diploma or extensive Training & Development in Leadership or Management is essential.
  • An undergraduate degree from a recognized institution is highly desirable. 
  • A minimum of six (6) years of relevant and discernible experience in the Armed Forces, Law Enforcement or a security-related environment.
  • A proven track record of extensive stakeholder engagement collaborating and partnering with diverse stakeholders with differing objectives
  • Management Experience in Cadetting or similar Youth Development environment is highly desirable
  • Experience working with youth and culturally diverse groups
  • Must conduct and maintain Child Safeguarding Certification through Ministry of Education

 

SALARY: Grade 7.1: $44,138.80 per annum plus allowances

 

For persons recruited outside of the Turks & Caicos Islands a two-year extendable contract is offered. Other benefits in addition to basic salary include a Housing Allowance, End-of contract gratuity of 6%, return passages for a family of up to two children under the age of 18 years, freight cost and duty exemption on personal effects imported within six months of the appointment.
