The Children's Authority of Trinidad and Tobago is a specialized agency with the responsibility for the care and protection of children, especially those who are at risk or have been victims of abuse or neglect.

The Children's Authority of Trinidad and Tobago is seeking to recruit for an Manpower Planning Officer, on contract.

The Manpower Planning Officer will support the Lead – Strategic Human Resource by identifying departmental needs for labour and assist in achieving the recruitment targets for the Authority as per plan.

 

Principal Accountabilities/ Key Functions:

  • Develop Manpower Plan for the Authority which sets out the human resource requirements of the organization and provide for the necessary skills and competency base to successfully realize the Authority’s goals and objectives.

  • Provide Department Managers with background information for formulating short, medium and long term, manpower plans to fulfill manpower requirements.
  • Discuss Department Managers’ forecasts, estimate the cost along with recruitment function and submit consolidated budget for final approval to contribute to the preparation of the budget for the section
  • Assess initiatives that may impact manpower requirements, i.e. level of business operations and growth plans.
  • Identify manpower needs and vacancies including need for development of recruitment programs to ensure alignment of organizational needs to manpower plans. 
  • Collaborate with the Human Resource Officer responsible for Recruitment to ensure recruitment plans are harmonized with manpower plans and that appropriate internal candidates are considered in preference to external recruitment and that opportunities for transfer of staff between Business units and Functions are fully considered and realized.
  • Utilizes a variety of tools for sourcing candidates to include posting jobs to internal and external job boards, participation in forums and job fairs, networking and building relationships with key stakeholders, exploring other sourcing channels, out of the box recruitment ideas etc.
  • Prepare recruitment reports after filling vacancies.
  • Coordinate the Onboarding Process for new employees grades 1 to 6.
  • Ensure that all jobs in the Company have been analyzed and a comprehensive database of updated job descriptions is maintained at all times; coordinate job documentation process for any new position in consultation with the relevant Department Manager..  

Minimum Qualifications:

  • Bachelor's degree in Human Resource Management, Business Administration or equivalent qualification.
  • A minimum of five (5) years’ experience in HR or related field.
  • Two (2) years’ experience in Manpower Planning will be considered an asset.
