Director of Finance

The Virgin Islands Recovery and Development Agency (RDA) is seeking a result-oriented professional candidate to fill the position of Director of Finance (DoF). The DoF provides operational and programmatic support to the Agency; supervises the Finance Unit and helps to drive business success by providing the financial insights that lead to effective decision making. The DoF directly assists the Chief Executive Officer on all strategic and tactical matters as they relate to budget management, cost benefit analysis, forecasting needs and the securing of new funding. 

This position is responsible for the direct supervision of Finance/Accounting and Information Technology.

Responsibilities and Duties

  1. Plan, develop, organize, implement, direct, and evaluate the organization's fiscal, and regulatory function and performance.
  2. Provide timely and accurate advice, analysis of budgets, financial reports, and financial trends to assist the CEO, the Board, and other senior executives in performing their responsibilities.
  3. Evaluate and advise on the impact of programmes, strategies, regulatory actions and give financial perspective on any contracts into which the Agency may enter.
  4. Function as the RDA lead with financial relationships, external audit, government, banks, and other financial institutions to ensure compliance and desired results are obtained.
  5. Responsible for the completion of all monthly financial reporting to ensure compliance with legislative, regulatory and statutory requirements including but not limited to: budgets, commentaries, financial statements, tax, social security and National Health Insurance returns.
  6. Responsible for month-end and year-end closing procedures, including financial statements, oversight of the general ledger including the preparation of timely and accurate account reconciliations.
  7. Support the generation of the Financial Case within the Business Case Process.
  8. Evaluate the finance department structure and team plan for continual improvement of the efficiency and effectiveness of the group as well as provide individuals with professional and personal growth.
  9. Foster a success-oriented, accountable environment within the organization; skilled in organizational development, personnel management, budget and resource development, and strategic planning.

Qualifications, Experience, and Skills

  • Master’s degree in accounting, finance or relevant field with at least 10 years’ working experience
  • ACCA/CPA or other relevant qualification
  • At least 5-7 years proven experience as Director of Finance or similar role
  • In-depth knowledge of finance and accounting principles, laws and best practices
  • Solid knowledge of financial analysis and forecasting
  • Proficient in the use of MS Office and financial management software (e.g. SAP)
  • Excellent decision-making and leadership capabilities
  • Possess excellent analytical, presentation, and communication skills
  • Ability to quickly/easily adjust to changing priorities/direction
  • Possess personal qualities of integrity, credibility, and commitment to the Agency’s mission.
  • Flexible and able to multitask; can work with an ambiguous, fast-moving environment, while also driving toward clarity and solutions; demonstrating resourcefulness in setting priorities and guiding investment in people and system.

Work Environment

 

Environment: Office and field environment; travel from site to site; exposure to computer screens.

Physical: Sufficient physical ability to work in an office setting and operate office equipment; sit and stand for prolonged periods of time; operate motorized vehicles.

Vision: See in the normal visual range with or without correction; vision sufficient to read computer screens and printed documents.

Hearing: Hear in the normal audio range with or without correction
