Community Development Specialist
The Planning Institute of Jamaica (PIOJ) is seeking to identify a suitably qualified candidate to fill the position of Community Development Specialist on a fixed term contractual basis.
Pay Band 9; salary starting at $4,594,306 p.a.
Job Summary:
Provide policy and planning advice to the Government of Jamaica (GoJ) and other key stakeholders in all matters relating to community development, national security and justice within the context of sustainable development.
Main Responsibilities:
- Provide technical input into the development, monitoring, and evaluation of policies, plans, projects and programmes with respect to community development, national security and justice.
- Review, assess and comment on documents submitted to the Institute for approval by Ministry, Department and Agencies (MDAs) and other stakeholders.
- Provide technical guidance and advice to internal and external clients to inform policy, research papers, studies, other reports.
- Contribute to project/programme development, coordination, monitoring and evaluation to align external co-operation resources to government priorities.
- Conduct research and other investigative actions necessary to inform policy decisions.
- Provide technical advice and monitor the implementation of social intervention programmes and projects, including those undertaken by the Community Renewal Programme (CRP) and the Jamaica Social Investment Fund (JSIF).
Qualification and Experience Required:
- Master’s degree in Development Studies, Government (specialising in National Security), Criminology, Sociology or related field.
- At least five years’ work experience in social policy development and analysis with training and experience in research methodologies.
- Experience in community development, including rural development dynamics.
- Working knowledge of issues related to crime and violence and justice sector reform would be desirable.

- Excellent communication and interpersonal skills
- Advanced quantitative and qualitative research techniques
- Excellent critical thinking, analytical and problem-solving skills
- Knowledge of relevant statistical analysis software
- Ability to work effectively as part of a team
- Excellent technical writing, public speaking and presentation skills
