DIRECTOR OF ADMINISTRATION

MILLENNIUM HEIGHTS MEDICAL COMPLEX

VACANCY NOTICE

 Applications are invited from suitably qualified persons for employment in the post of DIRECTOR OF ADMINISTRATION at the Millennium Heights Medical Complex. 

A.         OBJECTIVES AND RELATIONSHIPS 

  1. The Director of Administration (DOA) represents the Chief Executive Officer with on-site operational leadership on a 24-hour basis (including weekends and holidays). He/she will have the authority to act on behalf of the Chief Executive Officer.
  2. He/She is responsible for providing administrative leadership and direction of the Millennium Heights Medical Complex (MHMC) to ensure that the operations of the Complex are conducted in accordance with strategic business plans, professional and clinical standards and applicable regulatory requirements and produce fully integrated, high quality and cost-effective health care outcomes.
  3. He/She has direct oversight for the entire plant operations, environmental services, business development, communications and all support services of the Complex, including Information Technology, Medical Records, General Administration and Disaster management.
  4. He/She must act independently to provide crisis management, interpret policy, make timely decisions that directly impact patient care, ensure timely and effective communication and collaboration among departments, and provide operational oversight throughout the Complex.  He/she will be the administrative liaison to patients, families, health system employees and external customers.
  5. He/She will support in the development & execution of short, medium, and long-term strategies to infuse enhanced patient care services and offerings along with the clinical departments.
  6. Other related responsibilities include strategy development, planning, reporting, and monitoring of the activities of divisions and sections across the complex.

 

B.     MAIN DUTIES AND RESPONSIBILITIES 

  1. Assists the Chief Executive Officer in developing, implementing, and monitoring of operational plans, goals, and objectives to support the mission and core values of the MHMC according to established plans, standard operating procedures, and legal and regulatory requirements. 
  2. Participates in the development of the MHMC’s strategic plan and short and long-term objectives to ensure continued growth of the complex and the provision of necessary services to the community; oversees future expansion projects; and implements plans and programs as approved by the Board and Chief Executive Officer to maximize efficiencies and growth opportunities.
  3. Optimizes the physical resources of the complex by administering day-to-day operations in a quality and cost-conscious manner, ensuring that decisions are sound, fair, and consistent with the goals of the organization and according to various national and local statutes.
  4. Ensures the achievement of goals by continuously monitoring the Complex’s condition against established development plans and accurately reports on progress made and challenges encountered.
  5. Ensures the effective use of resources and manages assigned staff through target setting, continuous dialogue, mentoring, coaching and assessment of individual staff performance including identifying training needs and gaps to ensure effective performance management.
  6. Implements and monitors budgets for the Administrative & Operations Department by working in collaboration with the Finance Department. Facilitates early detection and management of budget variations.
  7. Works closely with other department heads to ensure that all staff and patient complaints are handled and resolved in an efficient and timely manner and ensure appropriate intervention whenever necessary.
  8. Works with the finance team to prepare financial analysis & strategic planning for the business growth of the organization which include CAPEX and OPEX planning.
  9. Acts as a liaison with Governmental Bodies to ensure that all statutory requirements are fulfilled in accordance with the MHMC Act.

10. Implements continuous improvement processes to the operational systems by development of operational policies, workflows, and policies for each department to support the organization’s mission – specifically to ensure efficiency in patient care, management reporting, information flow and the business process.

11. Helps in the interpretation and application of operational policies, procedures and legislation through consultations, dialogue, and presentations to allow for understanding and consistency in the implementation process thereof.

12. Participates in marketing and community relations plans and objectives.

13. Oversees the management of the budget for the relevant areas ensuring the best use of resources. 

14. Prepares the annual business plan for the MHMC with direction from the Chief Executive Officer, setting out the  plan for the provision of services, cost of services and sources of finances.

15. Coordinates the preparation of the annual budget of the MHMC through budget planning meetings with the senior management team, analysis and verification of budget submissions.

16. Leads and manages direct reports through target setting, monitoring, and appraisal of individual staff performance, coaching and mentoring.

17. Works with the Chief Executive Officer, Senior Management, and other senior staff to determine and agree on clear strategic and operational objectives for units within the MHMC Secondary Care Hospital.

18. Provides effective change and culture leadership.

19. Implements and maintain systems for effective communication within the complex to ensure that staff are aware of policies, strategies, and targets.

20. Makes recommendations to the Chief Executive Officer regarding the improvements of management systems, physical infrastructure, services, and human resource development to achieve strategic alignment.

21. Reviews business performance on a continuous basis, identifying gaps and implementing gap reduction measures.

22. Maintains overall responsibility for the health and safety of members of staff, the public, and patients and visitors whilst on the premises of the facility.

23. Ensures employee adherence to MHMC’s policies and standards and initiates appropriate investigations and actions to address breaches.

 

C.    KNOWLEDGE, SKILLS AND ABILITIES 

  1. Working knowledge of and ability to interpret and apply Public Service Rules and Regulations, Departmental Guidelines, the Labour Code (particularly Occupational Health and Safety regulations), Collective Agreements and Staff Orders, Millennium Heights Medical Complex Staff Rules and Human Resource Policies and Guidelines
  2. Ability to interpret, understand and effectively apply procedures, rules and regulations, and pertinent legislation.
  3. Advanced administration and management skills with the ability to provide strategic guidance, planning and resource allocation; strong leadership and motivation techniques and the ability to coordinate people and resources.
  4. Excellent oral and written communication skills

E.    ACADEMIC QUALIFICATIONS AND EXPERIENCE 

Masters’ degree in Health Care Administration, Public Health or Business Administration or an equivalent accreditation in a relevant health care discipline plus five (5) years’ experience in a senior management position

OR

Bachelor of Science degree in Health Care Administration. Public Health, or Business Administration or an equivalent accreditation in a relevant healthcare discipline plus seven (7) years’ experience in a senior management position.

AND 

  1. Have eight to ten (8-10) years of progressively responsible administrative and management experience in a similar position in a health care environment with a minimum of three years at senior management level. Training or experience in Health Sector Management will be an asset.
  2. At least ten (10) years' progressive management experience five (5) or more which should have been at senior management level.
  3. Working knowledge of strategic planning, policy development, implementation and evaluation
