Job Scope

To lead the Corporation’s corporate and operational planning, reporting, monitoring and evaluation functions to ensure compliance with the Public Bodies Management and Accountability Act (PBMA), and achievement of success in meeting Corporate targets, while providing timely updates to the President, Board of Directors and portfolio Ministry on Corporate Performance.

 

Key Responsibilities

The incumbent is expected to perform duties that are necessary to effectively carry out their role.  These include but are not limited to the following:

  • Develop and execute a corporate planning schedule that allows for the Operational Planning and budgeting across the organization in keeping with legislative and other timelines
  • In consultation with the Executives, develop and ensure the submission of the Corporate Plan and Corporate Operational Plan for approval by the required stakeholders
  • Prepare and ensure the submission of the Corporation’s monthly, quarterly and annual reports
  • Provide technical and managerial oversight of the design, development and implementation of protocols, systems and trainings to effect efficient corporate planning and reporting across the organisation
  • Guide and ensure the execution of corporate surveys, impact assessment for the organization and prepare recommendations for the President
  • Ensure the efficient usage of the organization’s Customer Relationship Management system in a bid to create an extensive database to measure corporate performance
  • In consultation with Divisional heads, develop effective performance indicators, criteria, measurement instruments, targets, weightings and tracking systems for the Corporation’s operational plans
  • Oversee the Corporation’s monitoring and performance evaluation at the organisational and departmental level to inform proposals for updates to/revisions of targets, strategies and indicators
  • Consistently assess and contribute to the standardization of workplans at the individual level.
  • Develop and analyze internal reports in order to:
    • Provide technical advice to the President on the issues identified
    • Develop comprehensive reports to the Board/Ministry on the status of activities and initiatives being implemented and facilitated by the organization as necessary
  • Lead interventions geared at strengthening internal or client-based research and data analytics
  • Lead consultation sessions with stakeholders and ensure relevant information is captured for the relevant analyses
  • Initiate and guide inter-governmental agency collaboration necessary to supply JAMPRO’s data needs to inform robust analysis, including BOJ for Foreign Direct Investment, and PIOJ and STATIN for other key indicators related to investments, employment and exports
  • Develop and manage the development of tender dossiers and execute tender procedures for projects related to the operation of the department and assigned strategic initiatives
  • Manage the budget of the Corporate Planning and Performance Management Department
  • Undertake human resource management activities in relation to direct reports, including but not limited to interviewing and selection, performance management and evaluation, training, coaching, disciplining and approval of leave for local and overseas based staff in accordance with Agency policies and procedures.
  • Perform other duties as assigned by the President

 

Qualifications, Experience and Key Competencies

  • Graduate (Masters) degree in Economics, Development Studies, Management or a related field
  • 3-5 years’ experience at a middle managers level
  • Experience in corporate planning for Government agencies
  • Training in Monitoring and Evaluation techniques
  • Excellent research and analytical skills
  • Sound knowledge of qualitative and quantitative research techniques
  • Excellent verbal and written communication skills
  • Excellent project and time management skills
  • Excellent organizational skills
  • Database management skills
  • Sound understanding of trade and investment dynamics of local and international markets
  • Ability to produce required results with tight deadline-driven projects
  • Ability to lead and work with a team and individually
  • Ability to work in a demanding and dynamic environment, manage workloads manage complex/sensitive issues, and prioritize conflicting demands
  • Superior problem-solving and troubleshooting skills
  • Highly developed inter-personal skills
  • Excellent presentation and reporting skills
  • Proficiency with MS Excel, Word, Access, Project
  • Working knowledge of research and statistical software applications, such as SPSS
  • Ability to compile, correlate and analyze data and arrive at sound conclusions
  • Ability to represent findings and conclusions effectively in appropriate tabular, graphical and written formats
  • Ability to coordinate and manage focus group discussions and elite interviews
  • Sound understanding of government operations, management and practices
