The Government of Montserrat is inviting applications from suitably qualified candidates for the post of Product Development Officer, Tourism Division, within the Office of the Premier.

JOB PURPOSE

The Product Development Officer will take the lead on researching, assessing, and coordinating the development, improvement and management of Montserrat’s Tourism assets (accommodation, attractions, activities or amenities) to better meet the user’s needs.

 

KEY RESPONSIBILITIES

Tourism Development

  • Assists in the creation of an annual Tourism Division work-plan;
  • Creates and delivers targeted training sessions to increase product and destination knowledge throughout the industry for local tourism stakeholders;
  • Coordinates the implementation of specially identified tourism projects, aimed at increasing visitor arrivals and spend;
  • Contributes to the development, promotion and engagement of training programs for the travel trade;
  • Assesses locations as potential tourism sites/attraction;
  • Stays abreast of hotel, product and experiential offerings locally, regionally and internationally;

Industry Standards

  • Ensures that issues related to service/product standards and quality are addressed at the project planning stage and during implementation so that the products/services developed meet international standards and the needs and requirements of the users;
  • Ensures that tourism stakeholders adhere to standards outlined in the Montserrat Service Ready programme, providing the appropriate feedback and guidance to ensure compliance;
  • Identifies competences needed by service providers to successfully meet customer expectations and to address these needs through training and development activities where they are found lacking; 
  • Carries out regular inspections of the tourism plant;

Partner Relations

  • Strengthens Montserrat’s tourism products by maintaining good working relationships with all service providers, such as taxi and bus drivers, local tour operators, accommodation owners, real estate managers, bar and restaurant managers;
  • Coordinates and works with various tourism stakeholders to secure their support, participation and successful implementation;
  • Achieves and maintains good relations with local communities by involving its members in the planning and implementation of tourism projects; and by listening to, understanding and providing feedback to their concerns;
  • Promotes tourism programs to increase awareness and support at both the community and corporate level;

Administrative Duties

  • Sets measurable, project-related performance targets with the Director of Tourism and monitor progress against them in regular written reports; 
  • Monitors contractor performance in beach and other site maintenance duties, as well as other special projects;

 

PERSONNEL SPECIFICATIONS

The Applicant must possess:-

  • A Bachelor’s Degree from an accredited College or University with academic coursework in hospitality, tourism, business administration or other closely related fields of study strongly preferred; 
  • A minimum of three years’ experience working in the field of hospitality, tourism, or project, event or environmental management, or closely related field;
  • Goal-oriented, reliable in meeting deadlines, well organized and a consensus builder;
  • Excellent public presentation and communication skills (both orally and in writing);
  • Proficient in Microsoft Office Suite (Outlook, Word, Excel and PowerPoint); 
  • Skilled in high-level, professional customer service;
  • Ability to work effectively with a cross-section of people and nationalities;
  • Ability to perform consistently in a fast-paced, multi-tasked and deadline-driven environment;
  • Frequent sitting, standing and walking are required; occasionally hiking, twists/turns, bending and kneeling;
  • High level of flexibility required as may need to work outside of office hours;
  • Travel to attend conferences or promotions may be required occasionally.


PERFORMANCE INDICATORS

Performance in this role will be measured against the following and specific targets will be formulated on an annual basis: 

  • Collaboration with the local tourism sector on the development of national industry standards
  • Delivery of training programmes for tourism stakeholders
  • Support Project Manager to ensure timely delivery of physical projects
  • Produce reports of primary data collected via exit surveys at the airport and ferry terminal
  • Produce monthly/quarterly reports on project implementation and all activities undertaken by the Product Development Unit

 

REMUNERATION PACKAGE

Basic Salary

The salary scale for the post is R22-16, that is $52,500 to $62,292 per annum (taxable).


Allowances

Telephone allowance of EC$720.00 per annum (taxable), and;
A non-taxable Travel Allowance of EC$9,600.00 per annum, payable to the successful Applicant, if the Applicant maintains a motor vehicle in roadworthy condition and use it for official travelling.

 

TERMS OF APPOINTMENT

Appointment will be made on a contractual basis for a period of two (2) years.  

On satisfactory completion of contract, a contract gratuity at the rate of 12.5% of the basic salary would be payable.

The targeted date for effecting the appointment is January 2024.
